About this file
This is a Small Business (SB) and Subcontractor Letter of Intent form related to the Zero Emissions Initiatives Phase 1 project at Ontario International Airport in California. The project consists of construction services for the installation of seventeen new electric vehicle charging stations to support Electric Ground Support Equipment operations at Terminal 2 and Terminal 4 apron areas, as well as within existing and new electrical rooms throughout both terminal buildings. The intent of the project is to implement reliable charging infrastructure to support airport electrification initiatives and enhance operational efficiency of eGSE fleets.
The Letter of Intent form requires bidders to identify small business firms they commit to utilizing as subcontractors, including the SB firm's authorized representative, contact information, and a detailed description of work to be performed. Bidders must specify the NAICS code and dollar amount or percentage for each subcontracted work scope. Upon submission with the bid, bidders understand that if awarded the contract, they must enter into a subcontract with the identified SB firm that is representative of the type and amount of work listed. The form requires that bidders may not substitute or terminate the listed SB without following procedures outlined in 49 CFR Part 26, 26.53. Both the bidder/offeror's authorized representative and the SB's authorized representative must sign and date the form, with the SB affirming its readiness, willingness, and ability to perform the described work and confirming proper certification for SB participation.
