About this opportunity

Ontario International Airport Authority is requesting bids on the design, construction, permitting, installation, and retrofit of campus-wide fire alarm systems across 29 facilities at Ontario International Airport, with bids due October 26, 2026 at 2:00 p.m. The prime bidder must hold a valid California contractor license as Class A General Engineering Contractor, Class B General Building Contractor, C-10 Electrical Contractor, or C-16 Fire Protection Contractor and must self-perform a minimum of 35 percent of total project work—a hard capability filter. Prime bidders must also document successful completion of at least three campus-wide or similarly complex fire alarm replacement projects within the past ten years, submitted at bid time.

The scope encompasses design and installation of new fire alarm control panels, replacement of all conductors, detectors, and notification devices across 29 buildings, addition of conduit and infrastructure where required by code, and consolidation of legacy and obsolete distributed systems (Simplex, Radionics, Spectronics, Honeywell, Autocall, and others) into a centralized monitoring network within the Airport Control Center integrated with existing campus fiber optic infrastructure. The contractor must employ personnel with current NICET Level-III Fire Alarm Systems certification for design oversight, installation supervision, testing, and commissioning. The project encompasses four phases: investigation, design, and permits (3 months); scheduling, shop drawings, and installation (12 months); testing and Fire Marshal approval (6 weeks); and acceptance and completion filing (6 weeks), with target completion in May 2028 and a contract term of two years beginning in third quarter fiscal year 2026-2027. The contractor must maintain continuous fire alarm protection throughout construction and provide a minimum two-year warranty plus five years of third-party UL-listed 24-hour monitoring services. Optional pricing is required for two years of preventative maintenance and five years of service support and repairs.

Work is performed at 2900 E. Airport Drive, Ontario, California. A bid bond or certified check equal to 10 percent of the bid amount is required. Performance and payment bonds of 100 percent of the annual contract amount are required following award. The project is subject to prevailing wage requirements under California Labor Code and an executed Project Labor Agreement. Liquidated damages are assessed at $500 per calendar day for failure to meet work completion dates or milestones. A non-mandatory pre-bid meeting is scheduled for October 1, 2026 at 10:00 a.m. via Microsoft Teams, with a non-mandatory job walk the same date at 11:00 a.m. at 1923 E. Avion Street, Ontario, California, requiring registration by September 30, 2026 at 5:00 p.m. Pacific Time. Questions are due October 9, 2026 at 2:00 p.m. The OIAA indicates the ability to attain 8 to 10 percent small business participation on similar projects and encourages bidders to utilize small and local businesses as subcontractors.
