About this file
Summary: OIAA_Executed_PLA_2021.pdf
This document is a Project Labor Agreement (PLA) executed by the Ontario International Airport Authority (OIAA) in 2021 establishing labor standards and requirements for construction projects at Ontario International Airport in California. The PLA mandates prevailing wage requirements under California Labor Code Sections 1720 and 1770, union representation, apprenticeship program participation, and standardized labor conditions compliant with the federal Davis-Bacon Act and the Community Workforce Agreement. The agreement applies to all construction work performed at the airport, including the Zero Emissions Initiatives Phase 1 project, which involves installation of seventeen electric vehicle charging stations supporting Electric Ground Support Equipment operations at Terminal 2 and Terminal 4. The project is scheduled for 365 calendar days total, comprising 270 days mobilization, 56 days active construction, and 30 days demobilization, with a pre-proposal meeting scheduled for May 7, 2026 at 10:00 a.m. via Microsoft Teams and sealed proposals due June 1, 2026 at 2:00 p.m. via procurenow.com. A non-mandatory job walk is available at 11:00 a.m. on the meeting date.
The PLA establishes binding labor conditions for all bidders and contractors performing work under OIAA construction contracts. Qualified bidders must hold a valid California C-10 Electrical Contractor license, self-perform at least 35 percent of total work, and demonstrate successful completion of three comparable eGSE infrastructure projects at 14 CFR Part 139 medium or large hub airports within the last ten years, with at least one project including networked EV charging equipment rated 50 kilowatts or greater. The estimated project budget is approximately $4 million with federal funding through an Airport Improvement Program VALE Grant. The procurement is designated as a Disadvantaged Business Enterprise and Small Business Enterprise set-aside with a 0 percent DBE goal; however, all required DBE documentation must be submitted. Construction must occur during off-hours (midnight to 4:00 a.m.) for switchgear and main electrical work, with liquidated damages of $10,000 per day assessed for delayed work at each terminal. Required bonds include a bid bond equal to 10 percent of the bid amount and performance and payment bonds at 100 percent of contract value. Anticipated contract award is scheduled for the third quarter of 2026.
