About this file

This is a Pre-Proposal Meeting Slide Deck for the Ontario International Airport Authority (OIAA) Zero Emissions Initiatives Phase 1 project (IFB #2026-IFB-081). The OIAA is soliciting construction services for the installation of seventeen electric vehicle charging stations supporting Electric Ground Support Equipment (eGSE) operations at Ontario International Airport in California. The project scope includes installation of eGSE charging equipment, power servers, charging cables, electrical power distribution systems including panelboards and circuit breakers, equipment pads, protective bollards, pavement markings, grounding and bonding systems, and startup and commissioning services at Terminal 2 and Terminal 4. A pre-bid meeting was held on May 7, 2026 at 10:00 a.m. with a non-mandatory job walk at 11:00 a.m. Requests for Information are due May 18, 2026 at 2:00 p.m., and sealed bids are due June 1, 2026 at 2:00 p.m. The OIAA anticipates entering into an agreement with the successful bidder for a one-year term beginning in the third quarter of 2026. All work must comply with the California Electrical Code, NFPA 70 (NEC), applicable airport authority requirements, and manufacturer installation standards.

The project carries a federally established Disadvantaged Business Enterprise (DBE) goal of 0 percent under 49 CFR Part 26, although all required DBE documentation must still be submitted with proposals. The OIAA encourages bidders to achieve 8 to 10 percent small business participation and discourages contractors from imposing limitations on the number of bids small businesses may participate in as subcontractors. Required submittals include a bid bond equal to 10 percent of the bid amount, performance and payment bonds at 100 percent of contract value, acknowledgment of the OIAA DBE Program Plan, list of subconsultants, small business letters of intent, and small business highlight forms. Only one bid per bidder is permitted, and evidence of collusion among bidders shall be grounds for exclusion. The estimated project budget is approximately $4 million with federal funding from the Airport Improvement Program grant.
