Prime Bidder Experience Form Summary
This is a Prime Bidder Experience Form document for the Zero Emissions Initiatives Phase 1 project, a construction services contract issued by the Ontario International Airport Authority (OIAA) in San Bernardino County, California. The project involves installation of seventeen new electric vehicle charging stations supporting Electric Ground Support Equipment (eGSE) operations at Ontario International Airport, with work occurring at Terminal 2 and Terminal 4 apron areas and associated electrical rooms. The form requires prime bidders to document three comparable projects completed within the last ten years, including project name, years of performance, location, project description, agency name, and reference contact information for verification. A pre-proposal meeting is scheduled for May 7, 2026 at 10:00 a.m. via Microsoft Teams with an optional job walk at 11:00 a.m. Requests for Information are due May 18, 2026 at 2:00 p.m., and sealed proposals are due June 1, 2026 at 2:00 p.m. through the procurenow.com portal. The project schedule spans 365 calendar days total with construction limited to midnight to 4:00 a.m. during terminal operations. Contract award is anticipated in the third quarter of 2026.
Bidders must hold a valid California C-10 Electrical Contractor license, self-perform at least 35 percent of total work, and demonstrate successful completion of three eGSE infrastructure projects at 14 CFR Part 139 medium or large hub airports using FAA specifications, with at least one project including networked EV charging equipment rated 50 kilowatts or greater. The estimated project budget is approximately $4 million, and the procurement is designated as a Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) set-aside opportunity with a 0 percent DBE goal. All work must comply with the 2021 Project Labor Agreement executed by OIAA, mandating prevailing wage requirements, union representation, and apprenticeship participation. The project is federally funded through an FAA VALE Grant and subject to Buy American preferences, affirmative action requirements with 19.0 percent minority and 6.9 percent female participation goals, and Davis-Bacon Act compliance. Liquidated damages of $10,000 per day apply for delayed work at each terminal.
