About this opportunity
The City of Wheat Ridge, Colorado, in coordination with Jefferson County and the Colorado Department of Transportation, is procuring construction services for the Wadsworth Boulevard Path project (ITB 25-054), extending from 32nd Avenue to 35th Avenue. This invitation to bid seeks a general contractor to design and construct a wide, primarily detached shared-use path on the west side of Wadsworth Boulevard featuring a 4- to 8-foot-wide amenity zone with xeriscape plantings, replacement and relocation of a 70-year-old Rocky Mountain Ditch culvert lateral, pedestrian lighting, enhanced bus stops with shelters, concrete sidewalks (1,011 square yards), curb and gutter (1,322 linear feet), drainage improvements, utility relocations across multiple service providers, electrical infrastructure, irrigation systems, landscape restoration and maintenance, erosion control, and miscellaneous site preparation work across approximately 0.25 miles. The contractor must commence work within five days of receiving the Notice to Proceed and complete all work within 220 working days, excluding a no-work period between Phase 1 (anticipated Notice to Proceed around March 4, 2026) and Phase 2 (approximately July 1 to October 1, 2026), with Phase 2 work on Rocky Mountain Water Company facilities restricted to the non-irrigation season from November 1 to April 1. The optional pre-bid conference was held on January 6, 2026, with questions due by January 15, 2026, at 2:00 p.m. Mountain Time and responses provided by January 20, 2026; sealed bids were due on January 29, 2026, by 2:00 p.m. via the OpenGov Procurement platform. Bidders must submit a bid bond equal to 5 percent of the total bid amount, complete contractor qualification forms, non-collusion affidavits, certification statements regarding the Keep Jobs in Colorado Act (requiring 80 percent Colorado labor), and upon award, provide Performance and Payment Bonds each equal to 100 percent of the contract price. The contractor must be on the Colorado Department of Transportation's approved list and utilize both LCPTracker and B2GNow; additionally, contractors cannot be banned or debarred per sam.gov. Force Account line items total approximately $315,000 for minor contract revisions, on-the-job training (1,000 minimum hours), utility adjustments, electrical service, and erosion control.
The City of Wheat Ridge actively encourages participation from small businesses, minority-owned enterprises, women-owned businesses, and disadvantaged business enterprises, with explicit nondiscrimination policies prohibiting discrimination based on race, color, religion, national origin, disability, sex, or age. All bidders must certify compliance with federal requirements including Executive Order 11246, the Immigration Reform and Control Act of 1986, the Americans with Disabilities Act of 1991, Title VI of the Civil Rights Act of 1964, and Department of Transportation Title VI Regulations; contractors must also comply with Davis-Bacon prevailing wage requirements, FHWA Form 1273 contract provisions, and environmental compliance standards. No incumbent vendors or current contractors are identified in the procurement documents. The City of Wheat Ridge is exempt from sales and excise taxes and will issue tax-exempt numbers to the awarded contractor; five percent retainage is held on all progress payments until final completion and acceptance. The contract will be awarded to the lowest responsive and responsible bidder within 60 calendar days of bid opening, with work commencing expected within 10 working days of the Notice to Proceed. While no specific total project budget is stated in the procurement documents, the extensive scope including culvert replacement, utility relocation, landscape restoration, concrete and asphalt work, drainage improvements, electrical infrastructure, and approximately 200 line items in the pricing table indicates a substantial capital investment, with the Force Account items alone totaling $315,000.
Opportunity text
The Wadsworth Path Project includes adding a wide, detached, shared use path to the west side of Wadsworth between 32nd and 35th Avenues. An amenity zone will be included varying between 4' and 8' wide that will match the current Wadsworth project to the north with xeriscape plant materials in the wider sections. A large lateral of the Rocky Mountain Ditch extends along much of the path alignment. The culvert is over 70 years and will be replaced and relocated to accommodate the sidewalk. Pedestrian lights and enhanced bus stops with bus shelters will also be included.
