Wadsworth Path Construction Project - Bid Specifications Summary
This document comprises the special provisions and bid specifications issued by the Colorado Department of Transportation (CDOT) on behalf of the City of Wheat Ridge for the Wadsworth Path project extending from 32nd Avenue to 35th Avenue. The project scope includes construction of a detached shared-use path on the west side of Wadsworth Boulevard with an amenity zone featuring xeriscape landscaping, replacement and relocation of the Rocky Mountain Ditch culvert (over 70 years old), pedestrian lighting, enhanced bus stops with shelters, sidewalk drainage systems, concrete curb ramps with detectable warnings, and comprehensive utility coordination across multiple service providers. The contractor must commence work within five days of receiving the Notice to Proceed and complete all work within 220 working days, excluding a no-work period between Phase 1 and Phase 2 (approximately July 1, 2026 to October 1, 2026). Phase 2 work on Rocky Mountain Water Company facilities is restricted to the non-irrigation season of November 1st to April 1st. Right-of-way restrictions prevent construction on multiple parcels until specified restriction dates, with Phase 1 anticipated to receive its Notice to Proceed around March 4, 2026. A mandatory pre-construction conference must be held before work begins, and the contractor is required to provide detailed Public Information Management (Tier III) services throughout the project duration.
Payment will be made on a unit-price basis for individual pay items including path construction, utility relocations, landscape restoration, and specialized installations such as pedestrian lighting and bus shelters. The project incorporates an On-the-Job Training contract goal of 1,000 hours minimum for developing journey workers. Estimated Force Account items total approximately $315,000 and cover minor contract revisions, trainee costs, utility adjustments, electrical service, and supplemental erosion control. The specifications mandate strict compliance with federal Buy America and Build America requirements for all materials and components. Traffic control must comply with City of Wheat Ridge approval, with lane closures on 32nd and 35th Avenues limited to 8:30 a.m. to 3:30 p.m., and single-lane closures on Wadsworth Boulevard restricted to weekday evenings (7:00 p.m. to 6:00 a.m.) and morning hours (9:00 a.m. to 11:00 a.m.), or weekends (7:00 p.m. to 10:00 a.m.). Multiple water authorities (Wheat Ridge Water District, Consolidated Mutual Water Company, and Denver Water), communications utilities (MCI Verizon, JeffCo Public Schools, Zayo, Lumen, Comcast), and municipal departments require coordination with two weeks' advance notice for most work activities. No additional time or mobilization costs will be granted for delays associated with right-of-way acquisition restrictions.

Noxious Weed
Plant Growth Characteristics
State List1
Recommended Treatments
Canada thistle
(Cirsium arvense)
Aggressive rhizomatous perennial of moist/wet sites;
seeds and plant parts easily transported by construction equipment.
B
Mechanical Control: Due to the species’ extensive root system, hand-pulling and tilling stimulate the growth of new plants and are not recommended. Mowing every 10 to 21 days during the growing season can be effective.
Herbicide Control: Aminopyralid (Milestone), Clopyralid + Triclopyr, Amiocyclopyracholor + chlorosulfur, or Picloram applied in spring before flowering and/or during fall regrowth.
Cultural Control: Reseed with native seed mix and prevent bare ground.
Common mullein
(Verbascum Thapsus)
Biennial forb. The first year of the plant it produces a basal rosette. In spring of the second year, the plant bolts an erect stem that grows 2 to 6 feet tall. The plant has a deep taproot along with a fibrous root system.
C
Mechanical: Hand pull or dig when soil is moist prior to flowering/seed production. If flowers are present, bag specimens carefully so as not to scatter seeds.
Herbicide Control: Chlorosulfuron, 2,4D, Picloram, or Metsulfuron applied to rosettes in spring or fall.
Cultural Control: Reseed with native seed mix in fall to compete with grass in spring.
Common teasel
(Dipsacus fullonum)
Biennial or short-lived perennial forb that can grow to over 6 feet tall and has a tap root.
Flowers from April to September and reproduce by seed.
Invasive in moist soils.
B
Mechanical Control: Sever roots below the soil surface during the first year before the plant stores energy, and in the second year before seed production. If flowers are present, bag specimens carefully so as not to scatter seeds.
Herbicide Control: Mesulfuron (Escort XP), Aminopyralid (Milestone), or Imazapic (Plateau). Apply when in rosette (spring or fall) or bolting growth stage (early summer).
Cultural Control: Reseed with native seed mix and prevent bare ground.
-4-
State List1 Recommended Treatments
Field bindweed
(Convolvulus arvensis)
Long-lived perennial;
Construction could increase the plants abundance due to its ability to spread rapidly on disturbed sites and to grow from root fragments.
C Mechanical Control: Cutting, mowing, or pulling is generally not effective.
Herbicide Control: Clarity + 2,4-D Amine or Roundup Ultra applied at full-bloom and/or fall.
Cultural Control: Reseed with native seed mix.
Puncturevine (Tribulus terrestris)
Summer annual forb with spiny seed capsules (i.e.
goathead).
Common along roadsides.
C Mechanical Control: Hand pull or dig when soil is moist. Bag specimens carefully so as not to scatter seeds.
Herbicide Control: Glyphosate (Roundup) or 2,4 D and Dicamba (Outlaw) applied in spring during early plant growth/emergence. Or, Chorusulfuron (Telar) or Pendimethalin (Pundulum) applied pre-emergence.
Cultural Control: Reseed with native seed mix and prevent bareground.
Russian olive (Elaeagnus angustifolia)
Deciduous tree with a deep tap root.
B Herbicide and Mechanical Control: Cut the trunks and apply herbicide applications of Triclopyr or Glyphosate to cut trunks or cut stems. Treat seedlings in spring with picloram, dicamba or glyphosphate in combination with mechanical control. Triclopyr + Aminopyralid can be use as foliar treatment ay to September.
Cultural Control: Replant with native cottonwoods or willows with native grasses.
-5-
State List1 Recommended Treatments
Siberian elm (Ulmus pumila)
Fast growing tree distinguished by small toothed leaves about 1-2 ½ in long and pointed at the tip. Mature trees may reach a height of 50-70 feet. Spread primarily via seed;
roots resprout when top growth is damage. Quickly outcompetes natives.
C Mechanical Control: Can be effective when combined with herbicide treatment. Seedlings can be grubbed with a shovel or other tool.
Herbicide Control: Mid- to late summer foliar application of glyphosate or triclopyr are the most effective on Siberian elms less than 6 feet in height or on resprouts, but shall not be used where injury to nearby plantings may occur or within 30 days of planting nearby shrubs and trees. Cut-stump treatment with glyphosate is effective for larger individuals.
Basal bark treatment using triclopyr can be highly effective for controlling smaller trees less than 8 ft tall with stems that are 2 to 3 inches in diameters.
Tree of heaven
(Ailanthus altissima)
Rapidly growing deciduous tree that can grow up to 80’ in height. Leaves are pinnately compound. Spreads by both prolific seed dispersal and aggressive root suckers.
C Mechanical Control: Cutting and mowing alone are not effective and will cause the plant to produce more stump sprouts and root suckers. Mechanical control is only effective in combination with herbicide treatments.
Herbicide Control: Target the roots with systemic herbicides only in mid- to late summer (July through September). Foliar application of glyphosate and triclopyr are the most effective but shall not be used where injury to nearby plantings may occur or within 30 days of planting nearby shrubs and trees.
Basal bark treatments can be effective for stems up to 6 inches and should be used in locations where plantings or desirable vegetation occurs nearby, to avoid injury to those plants. Herbicide treatments are recommended twice per growing season.
1List A Species in Colorado that are designated by the Commissioner for eradication.
List B Species are species for which the Commissioner, in consultation with the state noxious weed advisory committee, local governments, and other interested parties, develops and implements state noxious weed management plans designed to stop the continued spread of these species.
List C Species are species for which the Commissioner, in consultation with the state noxious weed advisory committee, local governments, and other interested parties, will develop and implement state noxious weed management plans designed to support the efforts of local governing bodies to facilitate more effective integrated weed management on private and public lands.
Watch List Species have been determined to pose a potential threat to the agricultural productivity and environmental values of the lands of the state. The Watch List is intended to serve advisory and educational purposes only. Its purpose is to encourage the identification and reporting of these species to the Commissioner in order to facilitate the collection of information to assist the Commissioner in determining which species should be designated as noxious weeds.
