About this opportunity
The University of Texas at Dallas seeks qualified furniture dealers to procure, deliver, and install furniture, fixtures, and equipment (FFE) for the new Student Union/Student Success Center, a 364,000 gross square foot facility currently under construction with anticipated completion in fall 2026. The RFP is organized into nine packages (A through I) containing multiple furniture manufacturers and product categories including office furniture, lounge seating, workstations, cafeteria furnishings, institutional seating, storage solutions, task lighting, outdoor furniture, and miscellaneous accessories from manufacturers such as Kimball, MillerKnoll, Humanscale, Davis, Keilhauer, and numerous others. Respondents may bid on individual packages or combinations thereof, provided they quote all items within selected packages, with total furniture quantities spanning thousands of individual pieces across the nine packages. All furniture must be new with warranties ranging from one year to ten years depending on product type, and delivery and installation must be completed between November 2, 2026, and January 11, 2027, prior to the Spring 2027 semester start on January 19, 2027. The RFP process includes a mandatory pre-submittal meeting scheduled for March 4, 2026, at 10:00 AM CST (available virtually via Microsoft Teams), with proposals due April 3, 2026, at 5:00 PM CDT, and anticipated contract awards in May 2026. Minimum qualifications include incorporation for at least 12 months, three years of experience for key personnel, proof of insurance, and demonstrated experience with government entity procurement; evaluation criteria include purchase price (40 points), supplier history with UT System (10 points), proposed schedule (10 points), proximity to project location (5 points), quality of response documentation (15 points), project team experience (15 points), and maintenance and warranty protocols (5 points).
The RFP includes a HUB Subcontracting Plan requirement mandating that all respondents, including those certified as State of Texas Historically Underutilized Businesses (HUBs), complete and submit an HSP with their bid response, with respondents required to document good faith efforts to utilize Texas-certified HUBs by either meeting specified HUB goal percentages or notifying at least three HUBs and two trade organizations of subcontracting opportunities. Respondents may elect to make their offers available to other University of Texas System institutions (nine academic and six health universities) and to other government agencies, potentially creating expanded purchase volumes. The procurement requires submission of multiple documents including HSP forms, cost proposals in Excel format, a general questionnaire, terms and conditions signature pages, technical proposal documentation, and optional digital release forms, all submitted through the Bonfire Hub portal with a maximum 1000 MB file upload size per submission. Contractors must maintain commercial general liability insurance of at least $1,000,000, workers' compensation insurance at statutory limits, and comply with comprehensive federal and state procurement regulations, tax requirements, child support obligations, and various Texas Executive Orders regarding business practices. The RFP does not specify an overall contract value or budget range in the available documentation; however, pricing submissions must include all costs for freight, fuel surcharges, tariffs, delivery, installation, and Customer's Own Material (COM) fabric procurement as separate line items, with respondents permitted to submit pricing based on approved Group Purchasing Organizations (Vizient, Buyboard, E&I, Sourcewell, TIPS, UT Supply Chain Alliance) or as negotiated open market pricing.

The Student Union-Student Success project is a UT System capital initiative awarded to Perkins & Will for design and to SpawGlass for construction through the formal RFQ process. The facility is currently under construction and is scheduled for completion in fall 2026. The project is managed by Project Control; however, the furniture for the building will be procured directly by The University of Texas at Dallas (UTD). The purpose of this RFP is to solicit proposals from qualified furniture dealers for the procurement, delivery, and installation of new furniture for the building, with completion required prior to the start of Spring 2027 classes. Note: A pre‑submittal meeting will be held as part of this RFP process. While attendance is optional, prospective proposers are strongly encouraged to participate. Prospective proposers may attend the meeting either in person or virtually via the Microsoft Teams link.
