About this opportunity
The School Board of Hillsborough County, Florida, is conducting a competitive solicitation for Stop Loss Insurance effective January 1, 2026, as the district transitions from a fully insured plan to a self-funded arrangement with Aetna. The procurement targets coverage for approximately 24,328 eligible employees, with current enrollment of 19,121 participants including 18,601 active employees, 44 COBRA participants, and 476 pre-65/post-65 retirees and surviving spouses. Vendors are required to submit Individual Stop Loss (ISL) proposals with specific deductible options of $1,000,000, $1,250,000, or $1,500,000 on a 24/12 contract basis, with unlimited annual and lifetime maximum reimbursement for Medical and Rx benefits. The evaluation criteria include Specifications and Scope of Work (20 points), Qualifications and Experience (20 points), Cost and Best Value (50 points), and Small Business Enterprise Utilization (10 points). Key proposal deadlines included initial illustrative proposals due October 20, 2025, using claims data through July 2025, with subsequent firm quotes to be developed using August and September 2025 data. Aon Consulting, Inc. serves as the broker of record, and vendors must confirm compliance with specified plan provisions including plan mirroring, clinical trial coverage, and other detailed requirements.
The solicitation encourages participation from Small Business Enterprises registered with the district's Office of Supplier Development, with 10 evaluation points allocated to Small Business Enterprise Utilization. Vendors must complete a Vendor Registration Form and submit a compliance affidavit certifying they do not have ownership or control connections with specified foreign countries of concern. The procurement prohibits participation by entities with significant government ownership or control from countries including China, Russia, Iran, North Korea, Cuba, Venezuela, and Syria. In the most recent evaluation, Symetra Life Insurance Company received the highest score of 81.70 points and was recommended for award, while Aetna (the incumbent carrier) scored 74.60 points and two other vendors were deemed non-responsive. While specific award values were not explicitly stated, the comprehensive data provided suggests a significant insurance contract covering approximately 19,121 lives with complex stop loss coverage requirements. Protests to the award decision must be filed according to Florida Statutes with the Procurement Services Department within the prescribed timeframe.
