About this file
This document is a Notice of Intent to Award issued by Hillsborough County Public Schools (HCPS) in Tampa, Florida, for Request for Proposals (RFP) #25523-RFP-DST Stop Loss Insurance. HCPS sought stop loss insurance coverage effective January 1, 2026, for approximately 24,328 eligible employees with 78.5% currently enrolled in medical and pharmacy coverage. The enrollment includes 18,601 active employees, 44 COBRA participants, and 476 pre-65 and post-65 retirees and surviving spouses, totaling 19,121 covered lives. HCPS transitioned from fully insured coverage through Aetna to self-funded coverage under Aetna effective January 1, 2026, and requested illustrative stop loss proposals using data through July 2025 with plans to firm up quotes using data through August and September 2025. Four vendors submitted responses by October 20, 2025, and the evaluation period established an award recommendation prior to the November 10, 2025, notice date.
The evaluation committee comprised nine HCPS employees, including representatives from employee relations, human resources, budget and finance, and procurement services, along with four consultants from AON. Proposals were assessed using four weighted criteria: Specifications and Scope of Work (20 points), Qualifications and Experience (20 points), Cost and Best Value (50 points), and Small Business Enterprise Utilization (10 points). Symetra Life Insurance Company received the highest evaluation score of 81.70 points and earned the award recommendation. Two vendors—Alliant Insurance Services and BCS Insurance Company—were deemed non-responsive; Alliant identified itself as a stop loss broker rather than an insurance carrier, and BCS failed to submit all required bid documents. AETNA, the incumbent carrier, submitted a responsive proposal but scored lower at 74.60 points. Protests to the award decision must be filed within the timeframe prescribed by Florida Statutes with the Procurement Services Department at 901 East Kennedy Boulevard, Tampa, Florida 33602, or via email to corey.murphy@hcps.net.
