About this opportunity

The Utilities Commission, City of New Smyrna Beach, Florida (NSBU) has issued Request for Proposal (RFP) 04-26 seeking an Insurance Agent of Record to provide comprehensive benefits consulting and plan management services for approximately 180 full-time employees. The procurement covers multiple insurance products including group health, dental, basic life and accidental death & dismemberment, vision, long-term disability, and supplemental insurance offerings. Proposers must be licensed in Florida, maintain a staffed Central Florida office, and demonstrate at least four years of experience as a full-service broker/agent for a Florida local government entity. The evaluation criteria is weighted across five factors totaling 100 points: Experience (40 points), Project Schedule (10 points), Capability & Past Performance References (15 points), Pricing (30 points), and Completed Forms (5 points). Proposals are due electronically via Vendor Link by January 27, 2026, at 2:30 PM, with a bid opening scheduled for 3:00 PM the same day. The initial contract term is one year, with potential renewals for up to three additional one-year periods upon mutual agreement, and either party may terminate with 30 days' written notice.

The RFP does not specify specific set-aside designations or restrictions on responding organizations. The current incumbent is Risk Management Associates, as evidenced by the 2022 fully executed contract. The current technology infrastructure includes UKG as the benefits enrollment platform, implemented in August 2023, and existing carrier relationships with Florida Health Care, MetLife, Colonial Life, and MedCom. While specific budget ranges are not explicitly detailed, the Utilities Commission's primary goal is maintaining sustainable premium rates without reducing current benefit levels. The demographic data indicates a workforce spanning ages 22-73 with diverse racial and ethnic representation. Required professional qualifications include full HIPAA compliance and preferred certifications such as Certified Employee Benefit Specialist (CEBS). The selected vendor will be responsible for annual renewal negotiations, competitive market analysis, claims adjudication assistance, employee education and enrollment coordination, and quarterly claims experience reporting.
