About this opportunity

Hillsborough County is announcing a sole-source award of a Medical Examiner Case Management System and Laboratory Information Management System (LIMS) to The Computer Solution Company of Virginia, LLC d/b/a Forensic Advantage, with challenges to the sole-source determination due by July 16, 2026.

The procurement is conducted under Section 3-205(2)(a) of Hillsborough County's Procurement Policy on the grounds that Forensic Advantage is the only vendor capable of providing the required integrated case management and LIMS solution. The vendor holds all patents, copyrights, and proprietary rights to the platform and its integrated modules.

The unified software platform will deliver automated chain of custody and audit trails, electronic workflow management from case initiation through completion, advanced reporting and statistical analysis, secure sensitive records management, configurable workflows, and electronic tracking of decedent information, investigative activities, autopsy findings, toxicology testing, and evidence management. The system interfaces with external law enforcement, state attorney offices, and public health partners.

The estimated contract value is $1,234,622.00 over a five-year term. A license agreement was executed on June 29, 2026. The County reserves the right to extend the contract term, adjust the scope of services in response to changing conditions and updated requirements, and increase the award amount accordingly.

Contractors interested in challenging this sole-source determination must submit clear and convincing information supporting an alternative vendor's capability to provide the integrated solution by July 16, 2026. This notice of intent is not a request for competitive proposals or bids.
