About this opportunity
Manor Independent School District (Manor ISD) in Travis County, Texas, is issuing a re-solicitation Request for Proposals for medical insurance and related services following rejection of all prior proposals to ensure adequate competition and best value. The District seeks comprehensive proposals for Self-Funded Medical and Prescription Drug Plans, Fully Insured Medical and Prescription Drug Plans, and Stop Loss Products effective September 1, 2026, through August 31, 2027, with options to renew for two additional one-year periods. The procurement covers approximately 1,244 full-time employees with an estimated 1,032 currently participating in medical insurance plans across four existing plan options: one HMO plan ($3,000 deductible), one PPO plan ($1,400 deductible), one High Deductible PPO plan ($3,400 deductible), and ancillary COBRA coverage. Proposers must submit all-inclusive pricing with no additional charges, provide pharmacy-integrated quotes only, and include broker fees of $12.50 per capita per month (PCPM) for both ASO and fully insured quotes plus 10 percent commission on stop loss quotes, along with $100,000 in annual targeted allowances. The District will evaluate proposals using weighted scoring criteria: plan design and rates (40 points), quality of goods and services (30 points), administration capabilities (15 points), carrier reputation and financial stability (7.5 points), and proposal specifications compliance (7.5 points), for a maximum of 100 points. All proposals must be submitted electronically through the Euna Portal by Thursday, April 30, 2026, at 12:00 PM Central Time, with questions due by April 22, 2026, at 2:00 PM CST. An addendum was issued on April 24, 2026, and proposers must acknowledge receipt of all addenda with their submissions. The District offers optional pre-proposal conferences and may require vendor demonstrations or interviews conducted either in-person or via Webex.
This solicitation contains no designated set-asides for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or other socially and economically disadvantaged groups; however, all proposers must complete extensive certification forms addressing federal and state compliance requirements, including Executive Order 12549 debarment certifications, felony conviction notifications, conflict of interest questionnaires, antitrust certifications, criminal background check authorizations, and compliance with Texas statutory mandates regarding child support obligations, boycotts of Israel and Iran, firearm industry discrimination, and foreign-owned company restrictions on critical infrastructure access. The current incumbent vendor is Blue Cross Blue Shield of Texas (BCBSTX), which administers the existing HMO, PPO, and HDHP plans; proposers must be aware that current vendors cannot submit competing proposals from the same organization. The District has provided extensive historical claims data, enrollment information, and performance metrics to support proposal development, including monthly enrollment data from September 2023 through December 2025, claims data with loss ratios exceeding 127 percent aggregate (ranging from 36 percent to over 200 percent monthly), large claims reports identifying high-cost claimants with claims exceeding $25,000 to $50,000 thresholds, pharmacy utilization data with over 21,000 prescriptions annually across 1,273 unique medications, and professional and inpatient provider utilization reports. Award decisions may be made by individual plan, by group, to a single vendor, or with portions awarded to different vendors at the District's discretion; the District reserves the right to reject all proposals. While specific budget figures are not disclosed in the RFP, the historical claims data reveals total paid claims of approximately $5.5 million for the six-month period September 2025 through March 2026, with aggregate loss ratios of 127.8 percent across the 28-month historical period, indicating the District's significant healthcare expenditure levels and ongoing cost management challenges.
