About this file
This is Addendum No. 1 to the Request for Proposals issued by Manor Independent School District in Texas for Self-Funded Medical and Prescription Drug Plans, Fully Insured Medical and Prescription Drug Plans, and Stop Loss Products. The addendum, issued on March 2, 2026, revises the original RFP No. 26-008RFP by extending the proposal submission deadline to Wednesday, March 11, 2026 at 2:00 pm CST. The addendum clarifies that retirees are not covered under the plan, confirms that two employees are currently enrolled in COBRA (identified by "C" status in the census), and specifies that proposers should quote both traditional loss and non-traditional loss (TLO and non-TLO) options. Large claims data and monthly claims data inclusive of medical, pharmacy, and enrollment information through January 2026 are available in specified attachments. The addendum also confirms that large claims data including medical, pharmacy, and diagnosis codes, as well as high-cost claimant data and top drug utilization information for the rolling 12-month period from January 2025 through December 2025, have been provided to proposers. Proposers are required to provide pharmacy-integrated quotes only, and the claims repricing exercise previously mentioned in the RFP has been eliminated from consideration.
The addendum addresses multiple clarifications regarding submission requirements and coverage specifications. A blank certificate of insurance meeting liability coverage requirements is acceptable for proposal submission, though a complete certificate naming Manor ISD as the holder will be required upon contract award. The broker fee is set at $12.50 per capita per month (PCPM) for both ASO and fully insured quotes, with an additional 10 percent commission requested on stop loss quotes. An officer of the proposing organization is required to sign all applicable signature documents. Names cannot be included on the medical census due to privacy restrictions, and HSA quotes are not required. Proposers must acknowledge receipt of Addendum No. 1 and any subsequent addenda with their proposal submission to be considered responsive.
