About this opportunity

The Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) Tribal Government in Oregon is issuing a Request for Proposals for comprehensive insurance brokerage services to support the tribe's risk management needs across 24 lines of coverage, including commercial property, general liability, workers' compensation, cyber liability, medical malpractice, and specialized coverages such as tribal officials' errors and omissions and museum artifacts insurance. The procurement seeks qualified, licensed, and experienced insurance brokerage firms to provide core services including risk identification and assessment with on-site visits, evaluation of self-insurance and alternative risk transfer mechanisms, attendance at tribal meetings, issuance of certificates and binders, loss history monitoring, day-to-day troubleshooting, annual marketing to secure competitive rates, proposal evaluation and summarization, loss control assistance, and employee education regarding coverage. Qualified proposers must demonstrate current licensing to conduct insurance business in applicable jurisdictions, minimum three years' experience with tribal governments or comparable public-sector entities, AM Best financial ratings or equivalent, and demonstrated knowledge of tribal sovereignty and jurisdictional considerations. Proposals must range from 50 to 75 pages and include firm history, experience with federally recognized tribes, key personnel information, expertise in sovereign immunity and tribal self-governance, three tribal government references of similar size, loss control and claims management services, technological resources, and pricing methodology. The evaluation employs a 200-point scoring system with significant weight given to firm history and ownership (30 points), compensation disclosure and fee structures (30 points), overall strategic fit (20 points), loss control services (20 points), expertise in tribal government operations including sovereign immunity and OSHA regulations (10 points), claims management services (10 points), references from similar-sized tribal governments (10 points), quality assurance processes (10 points), experience with tribal business ventures (10 points), support for Indian Preference initiatives (10 points), technological resources (5 points), and actuarial services (5 points). Questions may be submitted electronically through February 18, 2026, by 2 PM PST, with proposals due March 5, 2026, by 2 PM PST via email to Norbert A. Johnson at njohnson@ctclusi.org. The Tribe anticipates awarding an initial contract term of two years with options to renew for up to three additional one-year periods based on performance, funding, and mutual agreement.

The RFP emphasizes the Tribe's preference for vendors with experience serving federally recognized Indian tribes and those with Native American ownership or control of represented insurance carriers, reflecting a priority for Indian Preference initiatives. Compensation will be through commissions paid by insurance carriers at customary market rates; the successful bidder must fully disclose all fees, including intermediary fees, wholesale brokerage fees, and inspection fees, after contract award. No specific budget range or award value is listed in the solicitation materials; rather, the award will be based on evaluation criteria rather than lowest cost alone. The Tribe retains non-waiver of sovereign immunity and includes debarment and suspension verification requirements as part of the procurement process. Proposers are prohibited from contacting insurance markets before bid award under penalty of disqualification. All proposals become the property of the Tribe upon submission.
