About this file

This is a proposal evaluation score sheet for the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) Tribal Government's Request for Proposal for Comprehensive Insurance Brokerage Services. The RFP solicits commercial insurance brokerage services to support the tribe's risk management needs across property, liability, and workers' compensation coverage. Bidders are required to submit proposals via email to njohnson@ctclusi.org in Word or PDF format. The evaluation process employs a 200-point scoring system to assess qualified vendors based on predetermined criteria and weighted scoring categories.

The scoring rubric emphasizes vendor experience and alignment with tribal governance, allocating significant points to firm history and ownership (30 points), compensation disclosure and fee structures (30 points), and overall strategic fit (20 points). Additional evaluation criteria address vendor expertise in areas specific to tribal government operations, including sovereign immunity, self-governance, federal tort claims compliance, and OSHA regulations (10 points); loss control services (20 points); claims management services (10 points); references from similar-sized tribal governments (10 points); quality assurance processes (10 points); technological resources (5 points); actuarial services (5 points); experience with tribal business ventures (10 points); and support for Indian Preference initiatives (10 points). The RFP prioritizes vendors with experience serving federally recognized Indian tribes and those with Native American ownership or control of represented insurance carriers.
