About this file

This Request for Proposals (RFP) is issued by the Confederated Tribes of Coos, Lower Umpqua and Siuslaw Indians (CTCLUSI) Tribal Government in Oregon for comprehensive insurance brokerage services. The Tribe seeks qualified, licensed, and experienced insurance brokerage firms to provide risk management and insurance procurement services across 24 lines of coverage, including commercial property, general liability, workers' compensation, cyber liability, medical malpractice, and specialized coverages such as tribal officials' errors and omissions and museum artifacts insurance. Core services include risk identification and assessment with on-site visits, evaluation of self-insurance and alternative risk transfer mechanisms, attendance at tribal meetings, issuance of certificates and binders, loss history monitoring, day-to-day troubleshooting, annual marketing to secure competitive rates, proposal evaluation and summarization, loss control assistance, and employee education regarding coverage. Questions may be submitted electronically through February 18, 2026, by 2 PM PST, with proposals due March 5, 2026, by 2 PM PST via email to Norbert A. Johnson (njohnson@ctclusi.org). The Tribe anticipates awarding an initial contract term of two years with options to renew for up to three additional one-year periods based on performance, funding, and mutual agreement.

Proposers must meet specific qualifications including current licensing to conduct insurance business in applicable jurisdictions, minimum three years' experience with tribal governments or comparable public-sector entities, AM Best financial ratings or equivalent, and demonstrated knowledge of tribal sovereignty and jurisdictional considerations. Compensation will be through commissions paid by insurance carriers at customary market rates; the successful bidder must fully disclose all fees, including intermediary fees, wholesale brokerage fees, and inspection fees, after contract award. Proposals must range from 50 to 75 pages and must include firm history, experience with federally recognized tribes, key personnel information, expertise in sovereign immunity and tribal self-governance, three tribal government references of similar size, loss control and claims management services, technological resources, and pricing methodology. The RFP emphasizes the Tribe's non-waiver of sovereign immunity, includes debarment and suspension verification requirements, and prohibits proposers from contacting insurance markets before bid award under penalty of disqualification. All proposals become the property of the Tribe, and award will be based on evaluation criteria rather than lowest cost alone.
