About this opportunity

Clackamas County Department of Transportation and Development is soliciting sealed bids for the Marquam Paving Project (BID 2026-53), a rural roadway resurfacing project spanning 3.6 miles on South Drake Road, South Farm Road, and related county roads in the Marquam area of Clackamas and Marion Counties, with bids due July 7, 2026 at 2:00 PM Pacific Time. Good Faith Effort outreach to at least three Historically Underrepresented Business subcontractors is required for each division of work, with completed forms due within two hours of bid closing. The County encourages bids from Minority, Women, and Emerging Small Businesses.

Prime contractors must hold current prequalification with either the Oregon Department of Transportation or Clackamas County in Asphalt Concrete Paving, Temporary Traffic Control, Miscellaneous Highway Appurtenances, and Earthwork classifications, with applications due at least two business days prior to bid closing. Prequalification is a hard eligibility filter.

The scope includes placing approximately 8,860 tons of asphalt concrete paving, cold planing approximately 4,000 square yards of existing pavement, performing surface removal and subgrade repairs of varying depths, completing edge and shoulder repairs, installing temporary traffic control, and incidental work per specifications. Work must comply with the 2024 Oregon Standard Specifications for Construction and Oregon Department of Transportation standards. State prevailing wage rates apply.

The County's Engineers Estimate is $1.66 million. Substantial Completion is required by September 3, 2026; Final Completion by December 31, 2026. Work cannot commence before June 15, 2026. Lane closures are permitted Monday through Friday, 7:00 a.m. to 6:00 p.m., with more restrictive hours on State Highway OR213. Liquidated damages apply for lane closures and traffic delays exceeding specified limits, driveway completion delays beyond 30 calendar days, and failure to meet contract time (15 percent of bid amount divided by total contract days). Bidders must submit 10 percent bid security and, if selected, execute 100 percent Performance and Payment Bonds within 20 calendar days. Retainage of 5 percent applies to progress payments. Public bid opening is scheduled for July 7, 2026 at 2:05 PM via Zoom.
