About this opportunity
Volusia County, Florida is seeking proposals for a comprehensive self-funded group health plan administrative services contract through RFP 25-P-115TF. The county is soliciting competitive sealed proposals for an Administrative Services Only (ASO) contract to provide group health plan benefits for county employees, retirees, and COBRA participants, effective January 1, 2027. The contract will encompass a wide range of services including chiropractic network management, claims administration, an Employee Assistance Program (EAP), national supplemental network, managed prescription benefits, provider networks, and utilization management. The county intends to award a single contract with an initial five-year term and the option for one subsequent five-year renewal, subject to mutual agreement and county council approval. Key requirements include having NCQA accreditation, experience serving at least four employers with 3,000+ subscribers, and providing extensive network coverage in specific Florida counties. The RFP was released on July 1, 2025, with a pre-proposal meeting scheduled for August 6, 2025, and proposals due by August 27, 2025 at 3:01 pm. Evaluation criteria will include firm qualifications, project approach, functional performance, total cost, experience, references, and financial stability.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The current third-party administrator is Cigna, with COBRA and retiree administrative services provided by Chard Snyder. The plan covers approximately 3,047 total subscribers across four coverage tiers, including employee-only, employee + spouse, employee + child(ren), and employee + family plans. While specific budget ranges are not explicitly stated, the claims experience documents indicate annual claims expenditures fluctuating between $152 million and $153 million. The contract requires the selected vendor to provide two onsite positions: a full-time health engagement senior analyst and a full-time clinical care coordinator (Registered Nurse), both to be deployed within 45 days of contract award. Comprehensive insurance requirements are mandated, including various policies with coverage limits ranging from $1,000,000 to $5,000,000, and all insurers must be licensed in Florida with a minimum A- rating. The county will require extensive performance guarantees, including specific metrics for implementation, claims processing, network provider quality, and customer service responsiveness.
