About this opportunity
Kennebec County, Maine is requesting bids on heavy equipment for fiscal year 2012–2013 under RFQ 100407 TRUCK BID, with responses due January 27, 2012 (bids close at 2:00 p.m. local time) and expected delivery 90 days from purchase order receipt or sooner.
The scope spans 12 commodity line items across approximately 60 units of heavy-duty vehicles and accessories for highway maintenance and winter snow/ice removal. Line items include 34,000 GVW single-axle crew-cab and standard-cab trucks (23 units total); 54,000 GVW tandem-axle cabs (28 units across multiple configurations including standard cab, crew cab, and fifth-wheel variants); one 69,000 GVW tri-axle plow truck; dump bodies ranging from 5-yard stainless steel spreaders to 15-yard construction bodies with specified AR400 steel construction, NTEA-rated hoists, and LED lighting; truck load covers with RFL-treated fabric rated to 350 degrees Fahrenheit and Donovan Bullet model #2858 electric motors (or approved equivalents) featuring three-year warranties; hydraulic plow systems (buffered moldboard and reversible designs) with specified Rexroth, Sauer Danfoss, and Parker hydraulic components; under-frame road scrapers with Wasau brand specifications (or approved equals); hook lift mechanisms with 40,000-pound minimum capacity; toolboxes; and platform bodies with polyethylene tanks.
All vehicles must meet California Emissions Standards for heavy-duty diesel engines per Maine Department of Environmental Protection Rules Chapter 127 and comply with all applicable Federal and State of Maine regulations. Bidders must provide current advertising literature, California Emissions Compliance certification, detailed specification copies with make/model/components, and a separate sheet documenting all exceptions to specifications. Vehicles must be delivered with factory pre-delivery inspection, one operator's manual per unit, ten copies each of shop and parts manuals on CD, diagnostic software, interface cables, and factory-certified training for operations and maintenance personnel across five Maine DOT regions, totaling 64 hours at two facilities, with refresher training in the second year.
The State reserves the right to award items 1–3 to a single truck manufacturer and items 4–12 to a single accessories manufacturer based on best value evaluation, extend the contract as long as the 2012 model year remains available, cancel with 30 days' written notice, and send factory inspectors during vehicle building and pre-manufacturing. Factory pre-delivery inspection at the manufacturing facility is required at no cost to the bidder; State-borne costs (round-trip airfare and lodging for up to three days and two nights) must be included in the bid price. Contract pricing must remain firm for the entire 24-month delivery period. Bids are submitted electronically through Vendor Self Service (VSS) to the State of Maine Division of Purchases, 111 Sewall Street, Augusta, Maine.
