About this opportunity
The U.S. Army Corps of Engineers New York District seeks a firm fixed-price contractor to construct an electrical switching station capable of delivering 4,000 kW of backup power at Watervliet Arsenal, New York, with proposals due July 16, 2026, at 2:00 P.M. EST.
Place of performance is Watervliet Arsenal, Watervliet, New York. The procurement is unrestricted full and open competition with HUBZone preference under NAICS 236220. The estimated construction magnitude is $10 million to $25 million. The contract period of performance spans approximately 1,081 calendar days from Notice to Proceed. A subcontracting plan is required, with small business participation goals including 12 percent overall small business participation, 4 percent small disadvantaged business, 3 percent woman-owned small business, 2 percent service-disabled veteran-owned small business, 1 percent HUBZone small business, and 2 percent veteran-owned small business.
The project scope includes procurement and installation of four 2MW generators, construction of a generator facility building, installation of electric manholes, duct banks, grounding cables, switchgear, automatic transfer switches, medium-voltage cables with splices and connections, high-security fencing, paving, site utilities, fuel system interconnections, and testing and commissioning. Liquidated damages are assessed at $2,858 per day (first tier) and $714 per day (second tier).
Distinctive technical requirements include past performance documentation showing minimum two completed or substantially completed projects within seven years (at least one fully turned over, another at least 75 percent construction complete) with similar scope (power generation facilities, electrical distribution), complexity (multiple technical disciplines, high-voltage switching gear at 600+ volts, equipment 1 MW or greater), and magnitude ($15 million to $25 million considered very similar). The schedule must include a minimum 30-calendar-day early contract completion target with detailed critical path analysis and risk mitigation strategies. Contractor personnel must comply with munitions and explosives of concern awareness training, Random Antiterrorism Measures Program procedures, and Watervliet Arsenal security protocols; non-citizens cannot be approved for access. The procurement requires brand-name equipment: Schneider Square D electrical components, Simplex fire alarm systems, and Johnson Controls Inc. Metasys building automation controls. A 30-day advance notice is required for Building 130 work, which must be completed in a single mobilization. Working hours are 7 a.m. to 3:30 p.m. Monday through Friday; utility interruptions are limited to 4 hours. Digging permits and Dig Safe notification at least 14 days in advance are mandatory before excavation.
Evaluation applies a best value trade-off using four technical factors and price. Technical Factor 1 (Past Performance) is the most important; Technical Factors 2 and 3 (Proposed Contract Duration, Phasing and Summary Schedule; Technical Approach) are equal in importance but less important than Factor 1; Technical Factor 4 (Small Business Participation Plan and Past Utilization of Small Business) is less important than the other three. All technical factors combined are considered approximately equal in importance to price. Proposals must be submitted electronically in PDF format (maximum 5MB file size) to Contracting Officer Matthew Lubiak (matthew.e.lubiak@usace.army.mil) and Contract Specialist Orlando Nieves (orlando.nieves@usace.army.mil) at the U.S. Army Corps of Engineers, New York District, Contracting Division, 26 Federal Plaza, Room 16-300, New York, NY 10278-0090. A bid guarantee equal to 20 percent of bid price or $3 million (whichever is less) is required, along with performance and payment bonds. Prevailing wage rates per Davis-Bacon Act apply.
