About this file
This is a Justification and Approval (J&A) document for other than full and open competition submitted by the U.S. Army Corps of Engineers (USACE), New York District on August 7, 2025. The document authorizes the use of brand name components for an intrusion detection system (IDS) and card access control (CAC) systems as part of the PN 096278 FY26 MCA Electrical Switching Station-North construction project at Watervliet Arsenal (WVA) in New York. The government will not purchase the components directly but will require construction contractors responding to a best value trade-off solicitation to include specific equipment, programming, and installation work as part of their proposals. Funding will be provided through Military Construction, Army appropriations. The contract will be firm-fixed-price (FFP) with contract number to be determined (TBD).
The J&A specifies four required brand name components to ensure integration with the post-wide security system: HID RP40-H CAC/Prox Card Reader, Honeywell Model IS 310 Request to Exit Sensor (passive), Trine 4850 Door Lock Electric Strike/Release, and Assa Abloy M62 Door Lock Maglock. The justification cites 10 U.S.C. § 2304(c)(1) and FAR 6.302-1(c), establishing that only one responsible source exists and no other supplies will satisfy agency requirements due to demonstrated successful performance across multiple WVA projects, integration requirements with existing systems, and Army certification compatibility. A Notice of Intent was synopsized on June 20, 2025 in SAM.gov for 15 days with no responses received. The Contracting Officer (Francis Cashman) certified fair and reasonable pricing based on an Independent Government Cost Estimate and historical data, and approved the brand name requirement subject to fund availability.

FOR OTHER THAN FULL AND OPEN COMPETITION
Intrusion Detection and Card Access Control Systems
PN 096278 FY26 MCA Electrical Switching Station-North project at Watervliet Arsenal (WVA), New York.

JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
Intrusion Detection and Card Access Control Systems
For PN 096278 FY26 MCA Electrical Switching Station-North Contract No. TBD
1. CONTRACTING ACTIVITY:
The U.S. Army Corps of Engineers (USACE), New York District (NAN), Contracting (CT), 26 Federal Plaza, New York, NY 10278.
2. DESCRIPTION OF ACTION:
This Justification and Approval (J&A) supports the use of brand name components in an upcoming construction project. The government will not purchase the components directly, but rather will require that offerors include equipment, programming, and work necessary to support installation of an intrusion detection (IDS) and card access control (CAC) systems as part of proposals submitted in response to a best value trade off solicitation that will lead to the award of a new firm-fixed-price (FFP) construction contract. USACE is responsible for the acquisition and administration of the construction for this project at Watervliet Arsenal (WVA), NY. Funding for this acquisition will be via Military Construction, Army.
3. DESCRIPTION OF SUPPLIES/SERVICES:
The requirement is to provide specific Intrusion Detection (IDS) and Card Access Control (CAC) systems for the WVA. As standard, and in accordance with the Army security policies, these systems are provided in all facilities to keep them secure and control/monitor access.
4. AUTHORITY CITED:
10 U.S.C. § 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1(c), Application for Brand Name Descriptions. In accordance with FAR 6.302-1(c), the Contracting Officer will specify that all offerors be required to procure an item peculiar to one supplier (brand-name item).
5. REASON FOR AUTHORITY CITED:
A. Background:
The Watervliet Arsenal uses a certain brand of security controls (to include IDS and CAC) in accordance with Army policy and to integrate all new systems into the post wide system. This brand name equipment on all projects allows consistency across the post for secure operations and maintenance. All projects utilize these systems to support scalable integration.
B. Justification:
The WVA has required the use of the following system components to allow for integration into the post wide system and monitor appropriately:
CAC/Prox Card Reader: HID RP40-H Request to Exit Sensor (passive): Honeywell Model IS 310 Door Lock -- Electric Strike/Release: Trine 4850 Door Lock -- Maglock Assa Abloy M62
These brands have consistently demonstrated successful performance on multiple projects at the WVA.
Additionally, using equipment from different brands could result in significant integration and possibly Army certification issues with install IDS and CAC systems.
C. Alternatives:
No viable alternatives will be acceptable to meet the mission requirements and obtain the same benefit as utilizing the aforementioned systems.
D. Impact:
If the J&A is not approved and different equipment is installed potential operational coordination issues between the new system and the existing system at WVA. may occur as well as additional training based on the new brand equipment. Standardizing these systems leads to increased resiliency and this project’s goal is to provide complete IDS and CAC systems.
6. EFFORTS TO OBTAIN COMPETITION:
The brand name product has been published as required by FAR 5.201, a Notice of Intent (NOI) to determine sources for this system was synopsized on 20 June 2025. No responses were received for the Notice of Intent. The brand name justification and approval will be posted with the solicitation.
7. ACTIONS TO INCREASE COMPETITION:
This J&A supports a discrete requirement that will end when the project is complete. Therefore, there are no planned actions to increase competition for the requirement covered by this J&A.
8. MARKET RESEARCH:
A Notice of Intent (NOI) to determine sources for this system was synopsized on 20 June 2025.
The NOI was published for the required 15 days in SAM.gov. There were no responses to the NOI. Additional research was not done besides the NOI.
