About this file

This document is Amendment 0010 to solicitation W912DS26RA015 for the Watervliet Arsenal Electrical Switching Station North project, issued by the U.S. Army Corps of Engineers (USACE), W912DS Contracting Division in New York. The amendment was effective June 11, 2026, with proposals remaining due June 24, 2026 at 2:00 P.M. EST. No drawings or specification sections were revised, reissued, added, or deleted under this amendment. Bidders must acknowledge receipt of the amendment by the proposal deadline using one of three methods: completing items 8 and 15 and returning copies, acknowledging receipt on each offer copy, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge may result in bid rejection per FAR 14.304.

The amendment addresses 24 bidder inquiries (numbered 124-147) submitted during the procurement process. Key clarifications include: Kirk Key locking mechanisms will prevent operation of individual breakers with scheme details to be reviewed during submittal; insulated metal panels must be 2-inch steel thickness with 4-foot width and embossed profile per specification 07 42 63; chain link fence requirements include galvanized components matching existing fencing with black HDPE privacy slats, bottom rail, 4-inch OD corner/end/gate posts, 2.5-inch OD line posts, and specific footing diameters (24-inch for 4-inch posts, minimum 10-inch for 2.5-inch posts); heat trace and insulation apply only to fuel oil piping 2-inch or smaller; no fuel oil metering is required; factory engine dynamometer tests are acceptable in lieu of on-site testing; and service load for generator testing is defined as 2500kVA. The government provided partial photographic reference materials for certain infrastructure components and confirmed that fence fabric reinforcement and water draw-off systems are not required for this project.

PROPOSER'S QUESTIONS AND GOVERNMENT REPLY

Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.

BIDDER INQUIRY 124: The bidder inquiries in and 0006 appear to skip from #45 to #50.

Additionally, 0007 ends with bidder inquiry #94; however, and 0008 starts with a different bidder inquiry also identified as #94. We acknowledge that these numbering discrepancies are likely administrative in nature but would appreciate confirmation that no bidder inquiries have been omitted inadvertently.

RESPONSE: Yes, these are administrative/typographical errors. Inquiries are posted as the responses come in.

BIDDER INQUIRY 125: For all new Kirk Keys: Which (if any) are keyed-alike? Is each Kirk Key expected to only prevent operation of the breaker installed in? Example: new Kirk Key on Main R51- when engaged, is the intent for the Kirk Key to lock its respective breaker in its current position? Or lock it in the open position only? Or are multiple breakers interlocked with keyed-alike Kirk Keys? Example: when the Kirk Keys for Main R51 and Main R52 lock these breakers in the open position will the interlocking Kirk Key then allow the Kirk Key on the Main Tie breaker to release and close the Main Tie? Are any of the other Kirk Keys configured in this manner?"

RESPONSE: Kirk Key is expected to only prevent operation of the breaker it installed in. Scheme for keyed-alike keys to be discussed and reviewed during submittal process with owner and operators.

BIDDER INQUIRY 126: Dwg E-601B

To facilitate new Kirk Keys in the existing radial switches, please provide the make, model, and serial number for radial switches

(E) 5B1

(E) Loop 1 South

(E) Loop 2 South

(E) Loop 3 South

To facilitate new Kirk Keys in the existing Main Substation, please provide the SWGR make and breaker model (& serial number, if possible).

RESPONSE: See photos of ESS-South pad switches and main substation for reference.

Nameplate for Loop1 should be applicable to the rest of the loops and 5B1. The main substation brakers are typical as well.

BIDDER INQUIRY 127: SECTION 33 57 55 - 2.8 WATER DRAW OFF SYSTEM - THIS IS NOT

SHOWN ON ANY DRAWING. WHAT TANK(S) DOES THIS SERVICE?

RESPONSE: A water draw-off system will not be required; article 2.8 Water Draw-Off System is not applicable to the project.

BIDDER INQUIRY 128: Please clarify the specified requirements for the Insulated Metal Wall Panels on this project. The contract documents do not appear to identify the following:

Metal type/material

Panel gauge/thickness

Panel width/profile

Please confirm the required specifications to be used for bidding and fabrication purposes.

RESPONSE: Metal type = steel

Insulated Metal Panel thickness is 2".

Panel width is 4'-0" and panel profile must be embossed.

Please refer to Spec 07 42 63.

BIDDER INQUIRY 129: Please clarify the painting requirements for exterior structural steel.

Structural Steel General Note 3.f on S-003 specifies that steel directly exposed to the weather must be painted with (3) coats of oil-based paint. Please identify where this applies to exterior steel, if anywhere, other than the (6) louver head lintels shown on A-501. Drawings S-505, S-506 & S-507 are clear in identifying what steel needs to be hot-dipped galvanized (platforms, gratings, guardrails) however it is not clear if any of that also needs to be painted per the S-003 general note.

RESPONSE: Steel expressly indicated on the structural drawings as galvanized need not be painted unless painting is required per the architectural drawings.

BIDDER INQUIRY 130: Drawing sheet S-103 shows four square 'framed duct penetrations' between column lines 1 & 2, however A-102 does not show them as roof penetrations or requiring curbs. If there are openings for piping penetrations, note that A-102 does not show any piping penetrations or flashings for piping indicated on M-101 & M-102. Please clarify.

RESPONSE: The steel frames indicated between column lines 1 & 2, approximately 25ft North of column line 2, are equipment support frames without accompanying duct penetrations.

BIDDER INQUIRY 131: Please clarify mounting intent of the mini-split condensing units. Drawing sheet, A-102 Keynote 3 indicates eight pieces of mechanical equipment (condensers) located on the southern side of the roof. Drawing detail A1/M-503 shows a condensing unit and 12" stand on a roof curb, with generic reference to architectural details. However, architectural sheets do not show a curb or other flashings for the curb, line sets or electrical. The mini-split schedule on M-601 is further conflicting, indicating a 24" min. stainless stand.

RESPONSE: Detail F16/A-501 shows a curb; provide with a suitable top for mounting the stand.

Detail J16/A-501 shows typical roof penetrations for linesets and electrical. Verify height of the stand scheduled on M-601 so the CU is at least 24 in. above the roof surface for drainage, as recommended by the CU manufacturer.

BIDDER INQUIRY 132: The roof plan on A-102 does not indicate any electrical penetrations other than four lightning protection conduits per Keynote 10. Please clarify the intent and/or quantity for other electrical power and controls conduits to other mechanical equipment.

RESPONSE: Other electrical penetrations are shown on the Roof Power Plan on E9/EP101. See J16 on A-501 for typical architectural roof penetration detail.

BIDDER INQUIRY 133: Specification Section 32 31 13.53, Subsection 2.1.1.1 General, states that chain link fabric and all fence components shall be the manufacturer's standard black finish.

However, Drawing C-504, Details D4 and D7 depict galvanized fence components. Please clarify the required finish for the permanent chain link fence and all associated components: Black coated or Galvanized.

RESPONSE: The existing fence in the South Switch Station yard is galvanized. A portion of this fence will be removed and replaced as part of this project. Matching the existing galvanized fencing with the addition of black HDPE privacy slats is the design intent. Contractor to confirm with client upon award.

BIDDER INQUIRY 134: Drawing C-504, Details D4 and D7 indicate black bottom-locking privacy slats within the chain link fabric. The written specifications do not reference privacy slats. Please clarify whether privacy slats are required as part of the permanent fence system. If required, please confirm the type and color.

RESPONSE: Privacy slats are required as part of the permanent fence system. Please provide black HDPE bottom locking privacy slats.

BIDDER INQUIRY 135: Drawing C-504, Detail D7 indicates "Bottom Rail or Tension Wire" The written specifications mention both a bottom rail and tension wire. Please clarify the intended fence configuration and whether the permanent fence shall include: Bottom rail or Tension wire? Please clarify.

RESPONSE: Please provide bottom rail.

BIDDER INQUIRY 136: Specification Section 32 31 13.53, Subsection 2.1.2.1, Metal Posts for Chain Link Fence, states, "Provide sizes as shown on the drawings." Drawing C-504, Details D4 and D7 do not identify post, rail, or brace member sizes. Please provide the required sizes for:

Terminal posts

Line posts

Gate posts

Top rail

Bottom rail (if applicable)

Brace rail assemblies

RESPONSE: Required sizes are the following: Corner, End, and Pull Posts: 4-inch OD. Line posts:

2.5-inch OD. Gate Posts for a gate less than 12' wide: 4-inch OD. Bottom and Brace rails: 1-5/8 inch.

BIDDER INQUIRY 137: Drawing C-504, Detail D7 notes that footing diameters shall be four (4) times the post diameter. The same detail also depicts a 24-inch diameter footing for all fence posts.

Application of the note #4 requirement results in footing diameters which states, 4x the post width, smaller than those shown in the detail for typical chain link fence posts.

24" diameter footings especially for line posts is overkill, and not necessary.

Please clarify the required footing diameters for:

Line posts

Terminal posts

Gate posts

RESPONSE: Please provide 24" diameter footings for 4" OD posts, including terminal posts and gate posts. Line post footings must meet manufacturer's requirements and be a minimum of 4 times the post width (2.5" posts x 4 = 10" minimum width of footings).

BIDDER INQUIRY 138: Drawing C-504, Detail D4 appears to depict a gate post and end post installed within a common concrete footing. This configuration is not typical of standard chain link fence construction. We have never seen this in detail or done on an installation. Standard procedure is fence should be stretched from the gate post. Please advise/clarify.

RESPONSE: Please review the layout of (3) 8' wide swing gates on C-401. Each swing gate provides access to a switch vault. Each switch vault is 7' wide with 2' of spacing between the vaults. The fence and gate posts cannot block the switch vaults. When each gate is open, there must be a minimum of 7' clear between the outside of the posts in front of each vault. Submit a shop drawing for review of the fence and gate layout. Standard procedure of stretching the fence from the gate post is acceptable if the minimum clear distance can be met.

BIDDER INQUIRY 139: Specification Section 32 31 13.53, Line 2.3, Fence Fabric Reinforcement, references "galvanized PVC-coated structural wire rope."

Please clarify the following:

What is the intended purpose of the galvanized PVC-coated structural wire rope?

Is this item required as part of the fence system?

If required, please provide details indicating the location, method of attachment, and application requirements.

Please provide a detail or drawing reference showing the intended installation.

This material is not identified on Drawing C-504, Details D4 or D7, and its application is unclear.

RESPONSE: Fence fabric reinforcement is not required for this project.

BIDDER INQUIRY 140: Design Drawing, Sheet M-502, Detail A1, Fuel Oil Piping Diagrams: Heat trace is required for the above ground FOS and FOR piping from the existing fuel oil tank to the enclosure, and from the enclosure until the piping until it transitions underground. However, the design does not require heat trace for the FOS piping that taps into the existing 6" FOS line to the boiler house and runs to the fuel polishing unit. Is the design intent not to heat trace the FOS piping that taps into the existing 6" FOS line to the boiler house and runs to the fuel polishing unit?

RESPONSE: 1. Provide heat trace and insulation on fuel oil piping above grade of 2-inch or smaller nominal pipe size.

2. Heat trace and insulation are not required on sizes larger than 2-inch, such as the 4-inch and 6-inch connected to FPU-1.

3. Revise diagram A1/M-502 as follows:

a. At the southern note "Heat Trace FOS & FOR Piping" instead of heat-tracing the 4' FOR to the

(E) Fuel Oil Tank, heat-trace the 2" FOS that supplies FOP-1 & 2.

BIDDER INQUIRY 141: 26 32 15.00, Section 2.6.7, Fuel Oil Meters: "Fuel oil meter must comply with Section 33 52 40 FUEL SERVICE PIPING." What fuel oil meter is the specification referring to? There is not an inline fuel oil meter shown in the design.

RESPONSE: No metering required.

BIDDER INQUIRY 142: 26 32 15.00, Section 3.6.4, Engine Tests: "a. Perform dynamometer test at rated power. Record horsepower at rated speed and nominal characteristics such as lubricating oil pressure, jacket water temperature, and ambient temperature." This test requires a dynamometer test on-site. This test will be completed at the factory prior to final assembly to the generator and deliver to site. A test report of this test will be provided demonstrating satisfactory performance. If the intent of this requirement is to complete this test a second time, on-site, it will be a significant cost and schedule impact to the project. Also, a disassembly of the engine generator adds risk. Please confirm the intent of this requirement is complete a second engine dynamometer test on-site.

RESPONSE: An on-site dynamometer test is not required. Factory test results are acceptable.

BIDDER INQUIRY 143: 26 32 15.00, Section 3.6.9, Performance Tests: Please confirm site testing will require each generator to be tested at 100% load (2000kW), at unity power factor, followed by system testing to demonstrate load is properly shared between generators.

RESPONSE: Parallel operation tests included in section 3.6.10 to be performed after individual performance tests of 3.6.9.

BIDDER INQUIRY 144: 26 32 15.00, Section 3.6.9.1, Continuous Engine Load Run Test: There is reference to "service load" throughout this section. Please define the "service load" required for testing.

RESPONSE: Service Load is defined in the Engine-Generator Parameter Schedule on Page 14 of Section 26 32 15.00 as 2500kVA.

BIDDER INQUIRY 145: SECTION 33 57 55 - 2.7 INDICATES 20 GPM FORWARDING PUMP

AND 5 GPM RETURN PUMP. IF THE INTENTION OF THE RETURN PUMP IS TO PREVENT A

DAY TANK OVERFILL IF A FORWARDING PUMP GETS STUCK ON, YOU WILL NEED A

RETURN PUMP WITH GREATER CAPACITY THAN THE FORWARDING PUMP.

RESPONSE: The specification referenced is for a water draw-off system and is not applicable to the day-tank fuel return pumps scheduled on M-601.

BIDDER INQUIRY 146: SECTION 33 01 50 - 2.3 LEAK DETECTION SYSTEM - TO THE BEST

OF OUR KNOWLEDGE, THERE IS NOT A DOUBLE WALL PIPING LEAK DETECTION SYSTEM

USING NEGATIVE PRESSURE THAT CAN DETERMINE WHICH WALL IS LEAKING OR THAT

CAN PROVIDE PRODUCT DISCRIMINATION. WHAT IS THE BASIS OF DESIGN FOR THIS

SYSTEM?

RESPONSE: Section 33 01 50 is UFGS master wording without any edits. One such system was found during design; a brief internet search finds at least two other manufacturers of comparable systems. We are not allowed to name the manufacturers.

BIDDER INQUIRY 147: Please provide photos of the following infrastructure:

A) Are photos available for the inside of Manhole "EMH 5A"?

B) Are photos available for the inside connection point of the 480-volt Switchgear 1A1?

C) For the power feeder from Panel MPP/PP#17 to the fuel tank, are photos available for the location of the 1' conduit run on Building 136, for the 1" conduit run on the pipe bridge, for the 1" conduit run on the containment wall and for the 1" conduit run to the FPU 1?

D) For the communications run between the Control Building and Manhole FMH-2, are photos available for the inside of Manhole FMH-2, for the run inside the Control Building to the existing switchgear and for the switchgear where the new patch panel will be installed?

E) Are photos available for the "IT" connection points in Buildings 130 and 110?

RESPONSE:
