PROPOSER'S QUESTIONS AND GOVERNMENT REPLY
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.
BIDDER INQUIRY 39: There is a mention of fall protection within the project documents. The primary item noted is a roof safety railing system called out in the specifications. It appears to reference a permanent OSHA-compliant rooftop guardrail system? There are also general contractor fall protection requirements noted for construction activities. Is there any need for permanent fall protection placed on the roof?
RESPONSE: A permanent guardrail is present around the rooftop dunnage perimeter, as shown on S-103. A permanent, ballasted guardrail is provided on the roof for servicing of rooftop equipment, as shown on A-102.
BIDDER INQUIRY 40: We did not see any detailed layouts or specifications for permanent roof anchors, horizontal lifelines, or window washing systems. Will permanent fall protection need to be considered for this project?
RESPONSE: Roof anchors, horizontal lifelines, or window washing systems are not included in the project. A permanent guardrail is present around the rooftop dunnage perimeter, as shown on S-
103. A ballasted guardrail is provided on the roof for servicing of rooftop equipment, as shown on A-102.
BIDDER INQUIRY 41: Please provide contact information for the existing site security integrator for integration of the new designed CCTV and Access Control system in the switching building.
RESPONSE: Refer to contract drawings and specifications for CCTV and access control contract requirements.
BIDDER INQUIRY 42: The feeder to the "south station switchgear tiebreaker" as indicated on E- 601 does not show on the plan view site drawings. Please provide routing/details.
RESPONSE: There are 3 existing vertical conduits located east of the south switch station. These conduits originate within the tie breaker section of the south switch station switchgear. Route conduit for feeder #4 from north station switchgear to this location. Perform conduit connection underground. See sheet C-402, ES-102 and E-101 for more information.
BIDDER INQUIRY 43: Regarding the 1000a feeder from the existing switchgear 1A1 to the new ATS-1, what is the approximate distance from the ductbank transition at the exterior wall to the existing switchgear 1A1?
RESPONSE: Switchgear 1A1 is a Walk-In Enclosure Switchgear. The breaker space #2D is approximately 20ft from stub-up at exterior wall of enclosure.
BIDDER INQUIRY 44: The fiber connection to B110 is shown as existing on E-602, however it is drawn as a new connection on ES105. Please advise.
RESPONSE: Provide new fiber cable from B110 to B130. Install fiber cable in existing duct bank from B110 to B130.
BIDDER INQUIRY 45: Regarding the splicing required in EMH5 & EMH-5A, the conductor counts per KN #1 & 2 on drawing E-601 do not match the feeder tag "1" on the feeder schedule. Based on the feeder schedule, we assume a total of (6) conductors per loop, for a total of (18) conductors to be spliced and rerouted through the new pad mount switches. Please advise.
RESPONSE: Concur; there are 6 conductors per loop for a total of 18 conductors to be splices.
BIDDER INQUIRY 50: Per Keyed Note 4 on sheet CD-101, it calls for fencing to utility construction to be removed. Is the grounding for the fencing to be removed as well?
RESPONSE: Concur with Army response. Remove grounding system and connection for portion of fence shown for demolition, retain continuity of grounding system and connection for existing fence to remain.
BIDDER INQUIRY 51: Per A6/C-301, the profile shows (3) 5" 3-Way Duct Banks to Rejoin to make a 12-Way Duct Bank. Above, Keyed Note 4 calls out 5" 4-Way Duct Bank, Keyed Note 5 calls out 5" 8-Way Duct Bank, & Keyed Note 6 calls out 5" 12-Way Duct Bank. What orientation of duct banks are to be installed in this area once the conduits leave their respective Concrete Switch pads to then lead to the side of the Switch Station Building? The Electrical Duct Bank Profile #2 (A6) contradicts the orientations called out on the Keyed Notes shown above the profile.
RESPONSE: See the A6/C-301 plan view, Keyed Notes 4, 5, and 6. The ductbank leaving each switch is a 4x1 orientation. The 4x1 ductbanks will stack over one another when they meet on their route to the Switch Station Building. The profile view has a mistake and should say 4-way instead of 3-way, as the (3) 4-way ductbanks create the 12-way ductbank. I don't see a contradiction between the orientations called out in the Keyed Notes vs the profile view. Please identify any discrepencies and we will help clarify.
BIDDER INQUIRY 52: Per Sheet LS-102, Keyed Note 8, it calls out "Site Light". What is to be installed here? What details are we to follow?
RESPONSE: The LS-102 sheet is the Life Safety Site Plan. Please see the Enlarged Site Plan Layout, C-401, Keyed Note 14 for construction information.
BIDDER INQUIRY 53: Per Keyed Note 15 on Sheet C-401, what is the length of the copper wire that needs to be installed beneath the gravel surface within the south switch station fenced gravel yard?
RESPONSE: Approximately 200 feet total of ground loop copper wire will need to be replaced beneath the restore gravel surface within the south switch station fenced gravel yard.
BIDDER INQUIRY 54: Per Keyed Note 16 on Sheet C-402, what is the length of the (2) 1" Conduits that are said to be installed on the East side of the Switch Station Building? The Keyed Note is only pointing to a downspout splash pad.
RESPONSE: Keyed Note 16 on C-402 east of the building is incorrect, please disregard. Keyed Note 16 on C-402 is correct within the South Switch Station fencing.
BIDDER INQUIRY 55: For Keyed Note 1 on Sheet C-403. It refers to Detail D4/C-505. There does not seem to be a detail labeled D4 on sheet C-505. Please provide this detail.
RESPONSE: The catch basin detail is Detail D1 on C-505.
BIDDER INQUIRY 56: Flashing Liner (80 MIL HDPE) for the Fuel Polishing Support Section within the Spill Containment Area located near the existing Diesel Fuel Tank? Is there a patching detail that can be provided for the Flashing Liner that is to be installed?
RESPONSE: Seems to refer to Sec. J13/S-508, and Detail N7/A-502 is related.
BIDDER INQUIRY 57: How are we to mobilize equipment on the inside of the Concrete Wall that surrounds the Spill Containment Area? Is there a gate that can be opened to haul equipment inside?
RESPONSE: There is no gate. Contractor means and methods on how to mobilize equipment within the existing spill containment pad.
BIDDER INQUIRY 58: Is there an existing Security / Telcomm vendor that handles the existing equipment in the standing buildings that we tie into? Please list acceptable vendors.
RESPONSE: Please reefer to the J&A in the solicitation for CAC IDS. The Switching station uses WVA uses Starwatch ICIDS-V and Entrostar door controllers. The installed systems must integrate with the Switch station and the rest of the installation.
BIDDER INQUIRY 59: SECTION III - CRITERIA AND FACTORS FOR EVALUATION, BASIS OF
AWARD, EVALUATION CRITERIA, RATING SYSTEM AND DEFINITION SECTION 00 22 10 -
SELECTION PROCEDURES AND BASIS OF AWARD, 7.3 VOLUME 3 TAB C - SELF-
PERFORMED WORK states: "Firm shall confirm that it understands and that it shall perform theamount of work required to be self-performed, in accordance with the appropriate clause in Section 00 70 00 that applies to the contract performance." Section 00 70 00 does NOT mention self performance requirements. Please confirm we are not REQUIRED to self perform any work.
RESPONSE: SECTION III - CRITERIA AND FACTORS FOR EVALUATION, BASIS OF AWARD,
EVALUATION CRITERIA, RATING SYSTEM AND DEFINITION SECTION 00 22 10 -
SELECTION PROCEDURES AND BASIS OF AWARD, 7.3 VOLUME 3 TAB C - SELF-
PERFORMED WORK states: "Firm shall confirm that it understands and that it shall perform the amount of work required to be self-performed, in accordance with the appropriate clause in Section 00 70 00 that applies to the contract performance." is hereby deleted in its entirety.
BIDDER INQUIRY 60: We request the QCM and Alt QCM possession of a bachelor's degree be removed from the specs, as special inspectors will have the appropriate degree for the respective QC checks.
RESPONSE: Section 01 45 00 1.6.2.2 Qualifications. No, adhere to current specification requirements.
BIDDER INQUIRY 61: We request the QCM and Alt QCM minimum of 10 years construction experience be reduced to 5 years in the specs.
RESPONSE: Section 01 45 00 1.6.2.2 Qualifications. No, adhere to current specification requirements.
BIDDER INQUIRY 62: Is the FFE GFCI or CFCI?
RESPONSE: CFCI
BIDDER INQUIRY 63: Regarding Section 00 10 00 CLIN Schedule, CLIN Item 0001 states to include "All work associated with the construction of the Electrical Switch Station in accordance with the plans and specification". It also states "This CLIN includes the space, racks, pathways and cabling ONLY for CCTV and IDS. A complete card access control (CAC) system is part of this CLIN." Is item 0001 to include the CCTV, IDS, and CAC work only? Or, is item 0001 to include all work in the project that is not part of item 0002 "All work associated with furnish and install 4 - 2MW generators as per the plans and specifications?" Please clarify.
RESPONSE: CLIN 0002 is just the cost of procurement and installation of the generators. CLIN 0001 is to include all other work for the project.
BIDDER INQUIRY 64: General for all existing manholes through which conductors or cables are being pulled: Do spoils need to be tested for contaminants and, if so, is this by the Contractor or Government?
RESPONSE: If contaminants are identified during excavation, testing will be determined at such time.
BIDDER INQUIRY 65: When pumping manholes to allow for personnel entrances, can the spoils be pumped out onto the adjacent ground or do spoils need to be containerized and brought to a remote location? If moved to a remote location, is the location on or off the Watervliet Arsenal facility? Who is responsible for disposing of the spoils-Contractor or Government?
RESPONSE: Contractor is responsible for disposing of soils. Spoil containment needs to adhere to all contract documents.
BIDDER INQUIRY 66: Under Evaluation Factors pg. 5 the table indicates a 15-page maximum for "Factor 2: Proposed Contract Duration, Phasing & Summary Schedule". Below the table it calls for schedules to be submitted on paper not to exceed 11" x17". It then states that each 11"x17" sheet will count as two pages. Considering we have to submit a narrative along with a schedule (with a 12-point font) in the maximum 15-page count, can we consider the 11"x17", with respect to the schedule submittal to be counted as one page?
RESPONSE: 11x17 will be considered 2 pages.
BIDDER INQUIRY 67: Per the "evaluation Factors pg. 29 second to last paragraph it states.
"Submission should include a phasing plan for construction activities based on the constrained location and based on the fact that the equipment the infrastructure will support is being installed by others. Phasing plan should provide a narrative explaining phases of work, identify activities, limits, locations, and durations and include explanations for what work cannot occur during this phase, and how the phased plan will provide an efficient means to accomplish work." What equipment will be installed by others? Is there a lead time we should use in coordinating the schedule?
RESPONSE: No other equipment will be installed by others. Contractor to install all equipment under this project. Paragraph to be revised and state the following, "Submission should include a phasing plan for construction activities based on the constrained location Phasing plan should provide a narrative explaining phases of work, identify activities, limits, locations, and durations and how the phased plan will provide an efficient means to accomplish work."
BIDDER INQUIRY 68: Phasing is indicated throughout the RFP documents (i.e. 01 30 00 pp 1.9 Preconstruction Conference, 01 32 01 Project Schedule, 00 22 10 Selection Procedures and Basis of Reward) Do not see specific phases for the project in the documents, so we are assuming that Phasing will be determined by the Contractor? Under "Evaluation Factors" pg. 31 second paragraph sub paragraph i. It states a proposal weakness would be "Little to no insight on how to address construction Phasing". We can Phase the project. Would like to know if the Government has any specific "Phases" of work they would like to see in the schedule?
RESPONSE: Phasing of the projects and how the work will be installed will be determined by the contractors means and methods.
BIDDER INQUIRY 69: On drawing S-508 Fuel Polishing Support - detail J1/S-508 a note states "Extent of Fuel Oil Skid Above (By Delegated Designer). See specification 33 57 55 and M-502". Is the delegated designer the contractor or others designated by the owner?
RESPONSE: Delegated designer is the contractor.
BIDDER INQUIRY 70: The Evaluation and Factors document specifies the use of email for proposal submission, with a maximum attachment size limit of 5MB. To help guarantee delivery, please advise if it would be acceptable to submit the proposal via email with a link to shared folder (Microsoft OneDrive or similar) in lieu of attachment.
RESPONSE: No.
BIDDER INQUIRY 71: Numerous specifications call out the requirements for a load flow study, fault current study, coordination study, and/or arc flash study. Since this project is fully designed with detailed specifications for all new equipment, can bidders assume that a load flow study, fault current study, coordination study, and/or arc flash study will be provided by others (customer or customer's engineer)? Additionally, would the subsequent protection relay settings files also be provided by others (customer)
RESPONSE: The referenced studies and associated relay settings shall not be assumed to be provided by others unless explicitly indicated otherwise in the Contract Documents. The Contractor shall provide all required studies, analyses, calculations, reports, and recommended protective device/relay settings necessary to demonstrate compliance with the Contract Documents, including coordination with existing systems where applicable.
BIDDER INQUIRY 72: Spec states "a dedicated internet service provider line for Government-only use. Coordinate with Government (ACE-IT) for required internet speed." Can this be any internet service provided? What is the required speed?
RESPONSE: Yes it can be any internet service. Minimum Speed required is 100 Mbps.
BIDDER INQUIRY 73: Under contractor must supply: a. new work station - how many - please confirm 3. Note below says computer hardware by Gov - please confirm we are providing just chair, cabling, garbage can per workstation. Does workstation mean desk? Do we provide desks too?
RESPONSE: Assume 3 people per 01 50 00 paragraph 3.6.1b. Workstation would include a desk for each personnel within the field trailer to perform their work duties at.
BIDDER INQUIRY 74: Under contractor must supply: c printer - please confirm we are not to provide a printer, just paper and ink/toner. Please confirm type.
RESPONSE: Confirm, paper and ink/toner. Printer model to be provided after award.
BIDDER INQUIRY 75: Under contractor must supply: m antenna - please provide make/model.
RESPONSE: Make/model to be provided after award.
