About this file
This is Amendment 0015 to solicitation W912DS26RA015 for the Watervliet Arsenal Electrical Switching Station North project, issued by the U.S. Army Corps of Engineers, KO Contracting Division in New York on July 8, 2026. The amendment maintains the proposal due date of July 14, 2026 at 2:00 P.M. EST and responds to bidder inquiries regarding specifications and design requirements.
The amendment revises and reissues specification sections 23 09 00, 23 09 23.02, the Submittal Register, and the Justification and Authorization (J&A) for Johnson Controls Inc Metasys controls systems. Key changes address the removal of proprietary references to Niagara systems while retaining JCI Metasys as the specified control platform, approved June 20, 2026. The responses to bidder inquiries clarify that proposed control systems will be evaluated based on compliance with ASHRAE 135 (BACnet) protocol, cybersecurity specifications, system interoperability, functionality, and integration requirements rather than manufacturer preference. The amendment also clarifies the relationship between the DDC/BAS (building-level controls using JCI Metasys) and the UMCS (utility monitoring and control system for base-wide facilities), confirming these will operate as one integrated system reporting under a single unifying interface. No drawings were revised, reissued, added, or deleted in this amendment.

PROPOSER'S QUESTIONS AND GOVERNMENT REPLY
Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors "for information only" and do not revise the solicitation, plans or specifications.
BIDDER INQUIRY 149: From Addendum #3, Response to Bidder Inquiry #11: "References to Niagara and JCI Metasys on the Drawings and in the Specs will be removed. Disregard these references, thank you." Does the removal of Niagara and Metasys allow for controllers from other OEMs (i.e.: Honeywell, Rockwell, etc.) as long as they align with ASHRAE 135 and comply with the project cybersecurity specifications?
RESPONSE: UPDATE! J&A approved for JCI Metasys on June 20th, 2026. See updated spec 23 09 00 and 23 09 23.02 with JCI Metasys remaining in the spec, while removing Niagara. The removal of proprietary references to Niagara is intended to eliminate basis-of-design manufacturer naming only. Proposed controls shall be evaluated on the basis of compliance with the salient characteristics and performance requirements of the Contract Documents, including protocol compliance, cybersecurity requirements, system interoperability, functionality, integration requirements, and all specified operational criteria.
BIDDER INQUIRY 150: In specification 25 10 10 section 1.1 it says "There is an existing Utility Monitoring and Control System (UMCS) which performs supervisory monitoring and supervisory control of base-wide building control systems and utility control systems using ASHRAE 135 (BACnet)". Is the UMCS the Switching Station SCADA system referenced in drawing E-602? Is there an expectation that the DDC/BAS and the UMCS be integrated under a single unifying interface since they are both BACnet based systems?
RESPONSE: The UMCS is not what E-602 is referring to. The DDC/BAS is going to be JCI Metasys. These controls will report under a single unifying, existing interface that all JCI Metasys report under on installation. It is one system, DDC/BAS is typically reserved for discussing building controls while UMCS is the collection of multiple facilities and the network that connects them with a front end / M&C software.
