About this file

This is a Work Restrictions specification section (01 14 00) for the North Switch Station Amendment project at Watervliet Arsenal, dated May 2026, with the most recent change dated August 2024.

The specification establishes comprehensive operational, security, and administrative requirements for contractor performance at the Watervliet Arsenal facility. Key operational requirements include: regular working hours of 7 a.m. to 3:30 p.m. Monday through Friday (excluding government holidays), with night and weekend work requiring Contracting Officer approval; work within Building 130 must be completed in a single mobilization with 30-day advance notice for escort arrangement; utility cutovers limited to 4 hours and restricted to off-hours; and all excavation work requiring a digging permit with minimum 30-day advance notice. The facility remains operational during construction, requiring contractors to minimize interference with normal operations and coordinate scheduling of noisy demolition activities (exceeding 85 dBA) with the Contracting Officer. Contractors must submit several items for government approval, including contact personnel lists, digging permits, and 3Rs Explosive Safety Education Training Certificates (annual renewal required).

Security and access requirements are stringent: all contractor personnel must obtain daily passes from the Visitors Center or apply for picture badges for contracts exceeding 90 days; non-citizens are prohibited; all equipment must display company name and project information; and personnel are subject to Random Antiterrorism Measures Program (RAMP) procedures. Additional restrictions address hazmat management (hazardous waste disposal to Building 145, industrial waste treatment plant coordination for SO2 and chemical hazards), utility marking with color-coded tape, fire safety compliance including temporary sprinkler systems within 30 feet of structures per NFPA 13, vehicle clearance procedures, parking policy adherence, and documentation of material disposition. The specification references EM 385-1-1 (2024) safety requirements and requires compliance with Watervliet Arsenal regulations including traffic control (15 mph speed limit), no smoking policies, and contraband prohibition.
