About this opportunity
The Federal Bureau of Prisons seeks replacement of two backup generators, transformers, and associated electrical infrastructure at Federal Correctional Institution Three Rivers in Three Rivers, Texas, with sealed offers due November 30, 2026. This is a 100 percent 8(a) small business set-aside, firm-fixed-price construction contract with an estimated magnitude between $10 million and $20 million. A mandatory site visit is scheduled for October 29, 2026, at 8:00 AM CST, and all NCIC criminal history check paperwork must be submitted by 4:00 PM CST on October 22, 2026.
Place of performance is Three Rivers, Texas, at 1700 Highway 72 West. The period of performance is 450 calendar days from notice to proceed, with contractors required to begin within 10 calendar days of award.
Technical requirements include a phasing plan that minimizes electrical outages and provides temporary power for outages exceeding 24 hours, since the facility remains operational throughout construction. The contractor must submit equipment submittals within 15 days of notice to proceed, provide a manufacturer's field representative inspection report before start-up, and deliver operation and maintenance manuals and training for a minimum of two Bureau of Prisons employees. Work hours are 7:00 AM to 3:00 PM, Monday through Friday, excluding weekends and federal holidays. Security clearance documentation for all employees and subcontractors must be submitted within 14 working days of notice to proceed; a 140-day allowance has been included in the performance period for security clearance processing.
A bid bond of 20 percent of bid price or $3 million, whichever is less, is required. Performance and payment bonds, each at 100 percent of contract price, are due within 10 days of award. Required insurance includes workers compensation and employer's liability ($100,000), comprehensive general liability ($500,000 per occurrence), and comprehensive automobile liability ($200,000 per person, $500,000 per occurrence bodily injury, $20,000 per occurrence property damage). The contract is subject to Davis-Bacon prevailing wage rates and Buy American requirements for domestic construction materials.
Evaluation prioritizes non-price factors significantly above price: technical approach and project execution (installation methodology, equipment integration, phasing, outage minimization), relevant experience with generators, transformers, and electrical distribution systems in operational facilities, project management and security compliance, and past performance (quality, schedule adherence, cost control, safety). Award will be made to the responsible offeror providing best value without discussions or obligation to award to the lowest-priced or highest-rated proposal.
