About this file
This is Amendment 0005 to solicitation W912DS26RA015 issued by the U.S. Army Corps of Engineers (USACE) Watervliet Arsenal for the Electrical Switching Station North project. The amendment extends the proposal due date from June 3, 2026 to June 19, 2026 at 2:00 P.M. EST and establishes a cutoff date of June 2, 2026 at 3:00 P.M. EST for submitting Requests for Information (RFIs). The amendment incorporates FAR Clause 52.236-7 Permits and Responsibilities, requiring the contractor to obtain all necessary licenses and permits without additional Government expense and comply with applicable Federal, State, and municipal laws and regulations. The project is located at Watervliet Arsenal and involves construction of an electrical switching station, with a Range of Estimates (ROM) of $10-25 million.
The amendment includes responses to 27 bidder inquiries addressing project clarifications. Key responses confirm that no Project Labor Agreement is required (project under $35M), AISC certification cannot be waived, BIM modeling is required per ECB-2018-7, no permits are expected but contractors remain responsible if needed, no tree removal is anticipated, tax-exempt certification will be provided to the winning proposal, and scope is limited to the Statement of Work and plans/specifications. The contractor will not provide temporary power but is allowed only 4-hour coordinated shutdowns with one loop cut over at a time. Preferred manufacturers approved include Schneider Square D electrical equipment, Simplex fire alarm systems, and JCI Metasys controls. Bidders must acknowledge receipt of this amendment prior to the deadline or risk proposal rejection.

Additionally, can the government confirm that if a PLA is required, it will only be required if the project is over $35M?
RESPONSE: PLA is only required for projects over $35M dollars. A PLA is not anticipated at this time.
