About this file
This document is a comprehensive specification and regulatory package for the North Switch Station Amendment project at Watervliet Arsenal, comprised of three components: a construction specification section, a motor vehicle traffic supervision regulation, and a temporary construction permit application.
The construction specification (Section 01 50 00) establishes requirements for temporary construction facilities and controls at Watervliet Arsenal, April 2026. Key contractor deliverables include submission of a construction site plan, traffic control plan, haul road plan, and cybersecurity compliance statements (for both computer equipment and temporary networks) to the Contracting Officer for approval. The specification mandates installation of reduced-pressure backflow preventers at all points where contractors tap into Government potable water, with initial and monthly testing and certification. Contractors must provide temporary utilities, sanitary facilities, telephone service, and fire protection equipment. A Government field office of 440 square feet must be constructed by the contractor, fully equipped with workstations, filing cabinets, janitorial services, utilities, and communications infrastructure at the contractor's expense, with furnishings returned upon project completion. Temporary project safety fencing must be erected within 15 days of work commencement. The specification references standards including NFPA 70 (2023), NFPA 241 (2022), EM 385-1-1 (2024), AWWA C511 (2017), and MUTCD (2009). Contractors must manage employee parking, maintain traffic flow with a maximum 15 MPH speed limit, perform dust control, restore all areas to original condition upon project completion, and comply with Condition of Readiness protocols for sustained winds of 58 MPH or greater.
The Motor Vehicle Traffic Supervision regulation (WVAR 190-01, effective February 18, 2026) establishes installation traffic codes applicable to all vehicles and personnel at Watervliet Arsenal. The regulation mandates parking permits for all non-contractor vehicles—permanent permits for recurring, indefinite-duration access and temporary permits for visitors with expiration dates. Contractors receive designated parking areas identified on site maps by Public Works Planning & Real Property. Maximum speed limit is 15 MPH; violations are enforced via U.S. District Court violation notices with fines established by the court. Vehicle registration with state authorities and implied consent to breath/blood alcohol testing are required. The regulation defines parking space categories including handicap, visitor, assigned, and command group visitor parking, with specific enforcement provisions for violations. Law Enforcement and Security personnel are trained to recognize alcohol and drug impairment; blood alcohol concentration standards for New York State apply to civilian personnel, while military personnel are charged under the Uniform Code of Military Justice.
The Temporary Construction Permit Application and Technical Review form requires contractors to submit comprehensive documentation 10 business days in advance, including site plans, manufacturer specifications for temporary structures, lists of stored materials with Safety Data Sheets for hazardous items, and electrical power plans. All temporary structures within thirty feet of Arsenal structures must include temporary sprinkler systems and fire detection notification systems per NFPA 13. Structures must maintain a 20-foot setback from the perimeter security fence. Contractors must prominently display company name, project number, and 24-hour points of contact on all equipment and containers and provide NFPA 704 diamond-shaped hazard classification placards for hazardous materials storage. Applicable standards include UFC 3-600-01, UFC 1-200-0, IBC 2018 Section 3103, NFPA standards (13, 31, 54, 70, 72, 101, 211, 241), and EM 385-1-1. Government approval is required from Project Management/EPS COR, DPW Real Property/Space Management, DPW Utility Management, WVA Fire and Emergency Services, and WVA Security. The permit process includes technical review for force protection, security, fire code compliance, electrical standards per NFPA 70 and NEC, and facility positioning per submitted site plans. Temporary structures are limited to 180 days unless written justification for extension is approved; occupancy cannot exceed 5 years from initial occupancy. Field offices receive Government-assigned identification numbers applied within 14 calendar days of notification. Backflow prevention assemblies must be tested and tagged quarterly with documentation of make, model, serial number, test dates, results, maintenance performed, and tester signature.
