About this file
This document is a mechanical site plan drawing for fuel tank piping modifications at Watervliet Arsenal in Watervliet, New York, issued by the U.S. Army Corps of Engineers New York District. The drawing, dated September 18, 2025 (Amendment 1 issued October 17, 2025), depicts a 9-foot high diesel fuel tank containment structure in Building 136 (Boiler House) with associated piping systems, including a 4-inch tank nozzle with 6-inch protrusion per API 650 standards, 6-inch and 3-inch fill lines, and various shut-off valves (FOS and FOR lines) connecting to a piping shed and raised walkway access points. The containment area features a membrane floor throughout.
The contractor must provide connections to the tank and ensure all qualified personnel comply with UFC 3-460-01 (2023), UFC 3-460-03 (2021), API 650, and API 653 standards, with the critical understanding that the tank will remain fuel-filled during all work. Key contractual requirements include that the contractor is responsible for all fuel removal, storage, and replenishment if penetrations are required; work must not impact Watervliet Arsenal's heating season (October 15-May 1); and an API 653 certified tank inspector must validate tank material, shell thickness, and proposed port locations before work commences. The existing fuel will not be removed or stored by the installation, and the tank may contain varying fuel levels throughout the construction contract duration.
