About this opportunity
The Defense Commissary Agency issued a Commercial Solutions Opening under DFARS 212.70 authority on January 22, 2026, with a closing date of December 31, 2028, to competitively procure innovative commercial technologies, products, and services that enhance commissary operations and military patron savings. No set-aside applies. DeCA seeks solutions aligned with five strategic objectives: grow sales, develop workforce leadership, drive accountability, lower costs, and modernize business operations. All contracts awarded will be structured as fixed-price agreements under FAR Part 12. The CSO employs a multi-phased approach including written solution briefs (limited to 10 pages or 20 slides), presentations, and commercial solution proposals, with phases subject to acceleration or elimination based on merit and urgency. Solution briefs must address responsiveness, technical merit, and affordability. Offerors must be registered in SAM and WAWF, must be determined responsible and not debarred, and should not expect reimbursement for proposal development costs. The government reserves the right to award to all, some, or none of the selected solutions based on program priorities, negotiation outcomes, and fund availability. Specific Areas of Interest with designated contact points and closing dates are posted on SAM.gov with detailed attachments. Price proposals are evaluated for fair and reasonableness; technical proposals are rated as Acceptable or Unacceptable. DeCA retains discretion to negotiate periods of performance and structure awards as base periods with one or more option periods.
