About this opportunity
The Defense Commissary Agency issued a Commercial Solutions Opening under DFARS 212.70 authority on October 2, 2026, remaining open continuously through September 30, 2031, to identify and procure innovative commercial technologies, products, and services that modernize grocery resale operations, improve the commissary benefit, reduce costs, mitigate fraud and waste risks, and enhance patron savings across CONUS locations.
The CSO employs a flexible, multi-phased submission process structured around four Areas of Interest: Accelerate Eligible Patron Growth, Elevate the Patron Experience, Cultivate a Productive & Accountable Workforce, and Build a Financial Model That Enhances the Benefit. Individual Calls for Solutions will be issued separately under parent CSO ID HQCAAA2701, each announcing specific requirements tied to one or more Areas of Interest. Phase 1 submissions consist of written solution briefs (maximum 10 pages or 20 slides) evaluated on responsiveness, technical merit, and affordability. Phase 2 comprises optional presentations assessed on relevance, technical feasibility, uniqueness, technical risk, schedule risk, and company viability. Phase 3 requires detailed Commercial Solution Proposals organized into Volume I (Business and Price) and Volume II (Technical), evaluated on merit and risk of technical approach, schedule realism, and price fairness and reasonableness. Contracts will be structured as fixed-price FAR Part 12 commercial contracts. Participating companies must maintain a Unique Entity ID and SAM registration, register in the Procurement Integrated Enterprise Environment Wide Area Work Flow application, pass responsibility determination, and avoid suspension or debarment. No specific funding has been reserved; proposal preparation costs remain the contractor's responsibility. The Government reserves the right to amend, extend, or add topic areas via formal amendments on SAM.gov and to make awards to all, some, or none of selected solutions.
