About this opportunity
The Defense Commissary Agency issued a Commercial Solutions Opening under DFARS 212.70 authority on April 10, 2026, seeking innovative commercial technologies, products, and services to modernize business operations at OCONUS commissary locations in Africa, Asia, and Europe through fiscal year 2028, with responses due by December 31, 2026. No set-asides apply. DeCA is procuring FAR Part 12 commercial items and services aligned with five strategic priorities: growing sales and patron savings, developing leadership capability, driving accountability and clean audits, lowering operational costs, and modernizing business operations and the patron shopping experience. All contracts will be structured as fixed-price awards.
The CSO employs a three-phase competitive process. Phase 1 requires written solution briefs (maximum 10 pages or 20 slides) evaluated on responsiveness to the stated Area of Interest, technical merit and innovation, and affordability. Phase 2 may include presentations and demonstrations at government invitation, evaluated on solution relevancy, technical merit and feasibility, uniqueness and innovation, technical risk or maturity level, schedule risk, and company viability. Phase 3 requests formal Commercial Solution Proposals in two volumes (Business and Price, and Technical), evaluated on merit and risk of the technical approach, schedule realism, and price fairness and reasonableness. The government reserves the right to forego phases, move expeditiously based on merit, or extend the CSO if authority is extended.
Award eligibility requires offerors to obtain a Unique Entity ID, register in SAM, and register in PIEE WAWF prior to contract execution. The government will not reimburse proposal development costs and reserves the right to make awards to all, some, or none of the selected solutions. Interested vendors should monitor SAM.gov for new Areas of Interest announcements throughout the CSO duration.
