Presolicitation/Commercial Opportunity Solution Notice
This is a presolicitation notice issued by the Defense Commissary Agency (DeCA) Facilities Maintenance Branch for an integrated facilities maintenance, call center support, and Remote Monitoring Control System (RMCS) management solution. The notice was issued on March 5, 2026 (updated March 24, 2026), with a closing date for Solutions Brief submissions of August 6, 2026. DeCA operates approximately 182 commissary locations across the Contiguous United States, Hawaii, Alaska, Puerto Rico, and Guam, ranging from approximately 2,896 to 202,967 square feet, with facilities built between 1918 and 2017.
DeCA seeks modern commercial solutions to transition from traditional, prescriptive-based maintenance to a results-oriented approach measured on outcomes. Key objectives include: enhancing operational readiness with minimum industry-standard reliability and uptime rates; modernizing maintenance and call center management systems for tracking, managing, and reporting maintenance activities; integrating predictive maintenance for critical assets; managing aging infrastructure through strategic maintenance, repair, and replacement; optimizing response and resolution times for unscheduled maintenance requests; and delivering cost-effective services with potential for cost savings through innovative practices. Interested vendors must submit Solutions Briefs per section 3.2, with pricing and desired payment terms optional in this phase; DeCA expects detailed pricing development in phase 2. Points of contact are Ian Harris (ian.harris@deca.mil), David Mootz (david.mootz@deca.mil), and Jason Reedy (Jason.Reedy@deca.mil).

Facilities Maintenance, Call Center Support, and Remote Monitoring Control System (RMCS) Management
Issued by:
Defense Commissary Agency (DeCA) Facilities Maintenance Branch 1300 Eisenhower Ave Fort Lee, Virginia 23801
Date Issued: March 5, 2026 (Updated March 24, 2026)
Closing Date for Submissions: August 6, 2026
In accordance with the Commercial Opportunity Solution – Defense Commissary Agency (DeCA), dated 01.21.2026, paragraph 5.0, the following specific requirement in support of AoI
5.5 Modernize Business is attached.
The Defense Commissary Agency (DeCA) operates a vast network of facilities and commissary sites across the Contiguous United States (CONUS), Hawaii, Alaska, Puerto Rico, and Guam (approximately 182 locations- see table “Locations and Square Footage”). DeCA is seeking modern commercial solutions to transition from a traditional, prescriptive-based maintenance model to a results-oriented approach where performance is measured on outcomes. DeCA strongly encourages novel technologies, streamlined processes, and management techniques that can deliver superior performance and value.
DeCA is seeking a comprehensive, integrated solution to achieve the following objectives:
Enhance Operational Readiness: Drastically improve the reliability and uptime of all facility systems to maintain a minimum Operational Readiness Rate at or above industry standard.
Modernize Maintenance & Call Center Management: Implement a robust, modern system for tracking, managing, and reporting on all maintenance activities.
Integrate Predictive Maintenance: Introduce a predictive maintenance program for critical assets to preemptively identify and address potential failures.
Manage Aging Infrastructure: Develop and execute a forward-thinking technical approach to maintain, repair, and strategically replace or upgrade aging systems.
Optimize Response & Resolution Times: Rapidly respond to and resolve all unscheduled maintenance requests.
Cost-Effectiveness: Deliver all services in a cost-effective manner, with potential for cost savings through innovative practices.
Interested vendors should submit their Solutions Brief in accordance with section 3.2 Solutions Brief.
In exception to 3.2.1 “Solution Brief Content”, price for the proposed solution to include desired payment terms may be included, but is not required in this phase of the CSO. Due to the potential complexity of this solution, DeCA expects detailed pricing to be developed in phase 2 of this CSO.
