About this file
This is a Commercial Solutions Opening (CSO) solicitation issued by the Defense Commissary Agency (DeCA) for Holiday Surge Cold Storage Rental and Maintenance Services in support of the "Drive Accountability" initiative.
DeCA seeks innovative commercial solutions to provide temporary cold storage capacity at 33 designated military locations nationwide during peak holiday seasons (Thanksgiving, Christmas, and New Year's). Historically, one 53-foot cold storage trailer with roll-up doors capable of operating in refrigerated or freezer mode has been rented per location. Vendors must propose solutions that cover all 33 locations; partial coverage proposals will be considered non-responsive. The proposed solution should include emergency response time, repair or replacement capabilities, and must ensure compliance with FDA Food Safety Modernization Act (FSMA) and National Sanitation Foundation (NSF) standards. Vendors are encouraged to propose commercially viable approaches that enhance reliability and efficiency while minimizing product loss.
The 33 locations span multiple states (California, Colorado, Georgia, Idaho, Massachusetts, Maryland, Mississippi, North Carolina, North Dakota, South Carolina, Texas, Virginia, and Washington) with varying power requirements. Twenty locations require electric power ranging from 208 to 480 volts at 40 to 100 amps, while 13 locations require diesel power. Delivery dates range from September 28, 2026, to November 1, 2026, with end dates between December 13, 2026, and January 15, 2027. Vendors should propose a Period of Performance consistent with standard commercial practices, with the Government retaining discretion to adjust the PoP and structure awards as a base period with optional periods. Solutions Briefs must be submitted via email to David Mootz (david.mootz@deca.mil) or Jason Reedy (jason.reedy@deca.mil) by Friday, July 24, 2026, at 4:00 PM Eastern Standard Time.

Holiday Surge Cold Storage
In accordance with the Commercial Solutions Opening – Defense Commissary Agency (DeCA), dated 01.21.2026, paragraph 5.0, the following specific requirement in support of AoI 5.3 Drive Accountability is attached.
The Defense Commissary Agency (DeCA) is seeking innovative, commercial approaches for Holiday Surge Cold Storage Rental and Maintenance Services. Customer demand and freight flows typically double or triple during the weeks leading up to Thanksgiving, Christmas, and New Year's. DeCA must stock massive quantities of high-volume, perishable holiday staples (like turkeys, hams, frozen pies, and seasonal produce). The influx of unique, holiday-specific items requires distinct temperature zoning and takes up valuable space that standard year-round inventory already occupies. Rather than investing in permanent cold storage facilities sized for peak holiday demand—which would result in expensive, unused capacity for most of the year—DeCA strategically utilizes temporary cold storage rentals to handle seasonal surges. Historically, one 53-foot cold-storage trailer with roll-up doors capable of operating in refrigerated or freezer mode has been rented for each of the 33 designated locations requiring services. See additional location specific information below.
Interested vendors are encouraged to propose innovative, commercially aligned cold-storage solutions that enhance the reliability and efficiency of temperature-controlled storage operations.
The proposed solution should include emergency response time and repair or replacement.
Minimizing product loss through proactive, temperature-controlled logistics, and maintaining strict compliance with the Food and Drug Administration's (FDA) Food Safety Modernization Act (FSMA) and applicable National Sanitation Foundation (NSF) standards are two critical operational objectives of this AoI.
Interested vendors with proven expertise in commercial cold storage who can fulfill the requirement for all 33 designated locations should submit their Solutions Brief in accordance with section 3.2 Solutions Brief of the DeCA CSO. Because this requirement supports enterprise-wide holiday surge operations, proposed commercial solutions must provide full coverage for all 33 designated locations. Solutions limited to specific regions, zones, or subsets of locations will not meet DeCA’s operational needs and will be considered non-responsive.
Offerors shall propose a Period of Performance (PoP) consistent with standard commercial practices for the proposed solution. The Government reserves the right to adjust the proposed PoP to align with mission requirements, funding availability, and applicable regulatory limitations, including structuring the award as a base period with one or more option periods at the Government’s discretion.
The closing date for this opportunity is Friday 24 July 2026 at 4:00 PM Eastern Standard Time (EST).
All communications, including proposal information and submission shall be sent via email to the following Points of Contact:
