About this agency

The Defense Logistics Agency (DLA), a sub-agency of the Department of Defense, procures and distributes supplies, equipment, and services to support military operations and readiness worldwide. DLA operates as the DoD's primary distribution and supply management organization, managing inventory across CONUS, OCONUS, and overseas depots.

DLA is a high-volume transactor. Since 1978, the agency has awarded 45.1 billion contracts with a combined potential value of $847.6 billion, obligating $1,056.63 billion across 65,604 distinct prime contractors. Award activity has remained steady: 3.67 billion awards in 2023, 3.62 billion in 2024, and 3.53 billion in 2025, declining to 1.99 billion in 2026 year-to-date, with 3 recorded award dates in 2027 (the latest recorded award date is June 9, 2027). The portfolio is heavily weighted toward automated Indefinite Delivery Contracts (IDCs) and RFQs for national stock numbers (NSNs)—line items of specific supplies, parts, and equipment delivered to DLA depots for redistribution.

Among recent prime contractors, the competitive landscape is moderately concentrated. Over the last five years, AmerisourceBergen Drug Corp leads by award count with 2.26 billion awards worth $26.09 billion in combined potential value, followed by Asrc Federal Facilities Logistics, LLC at 1.53 billion awards ($3.29 billion) and Cardinal Health 200, LLC at 1.36 billion awards ($2.03 billion). These three account for 36 percent of recent awards by count but only 7 percent of combined potential value, reflecting the high volume of low-value, small-quantity procurements dominating the portfolio. Ninety-six percent of awards carry no set-aside designation; small business accounts for 3 percent, with Service-Disabled Veteran-Owned Small Business, HUBZone, 8(a), and Woman-Owned Small Business collectively representing less than 1 percent of the award mix.

DLA also makes modest grant awards. Since 2005, the agency has obligated $559.8 million in federal grant dollars across 1,267 grants to 160 distinct recipients, with activity concentrated in training and logistics support. Recent activity has declined sharply: 94 to 96 awards annually from 2020 through 2022, dropping to 2 awards in 2023 and 1 award in 2024 (the most recent grant award closed on September 27, 2024). Grant recipients are highly fragmented—the University of Alabama, Indiana Economic Development Corporation, and University of Texas at San Antonio collectively account for 8 percent of recent awards and 4 percent of federal dollars. Nearly all grants (1,265 of 1,267) are structured as Cooperative Agreements rather than Project Grants.

Current contract opportunities posted October 21, 2026, reflect DLA's standard procurement pattern: RFQs for NSN items with one-year IDC terms and guaranteed minimums, shipping to multiple CONUS and OCONUS depots. Representative open solicitations include SPE7M527U0031 (Circuit Breaker, no set-aside, due November 5), SPE7L427U0087 (Governor Assembly, Air, Total Small Business set-aside, due November 5), and SPMYM427Q3023 (Sheet Polypropylene, 100 percent small business, due October 23). Most opportunities close within days of posting and accept electronic quotes only. A smaller subset carry small-business set-asides (8(a), HUBZone, Woman-Owned, Service-Disabled Veteran-Owned) or are designated for qualified products lists and source-controlled drawings.
