About this opportunity
The Department of the Army Ohio Army National Guard seeks meal service operations at Camp Grayling Joint Maneuver Training Center in Grayling, Michigan, from July 6 through July 29, 2026, with proposals due June 19. This is a 100% Total Small Business Set-Aside, restricting competition to small businesses. The procurement is issued under NAICS code 722310 (Food Service Contractors) and will result in a Firm-Fixed-Price contract.
The contractor must provide all personnel, equipment, materials, supervision, and quality control to deliver two hot meals daily—breakfast (0600–0800 hours) and dinner (1700–1900 hours)—to military personnel at Camp Grayling. Estimated meal quantities are approximately 17,140 breakfast meals and 18,736 dinner meals across the performance period. Meals must comply with Army Food Program standards (AR 30-22) and nutrition requirements (AR 40-25), including full salad bars, assorted fruits and vegetables, dessert options, and beverages. The contractor must accommodate special dietary requirements (halal, vegan, vegetarian, and kosher meals) for approximately 1% of servings. All food preparation must occur on-site; off-site preparation with temperature-controlled delivery is not permitted.
All food handler employees must meet Michigan State Food Sanitation Handler requirements and complete required security training (AT Level I, iWatch, Level I OPSEC) within 10 calendar days of the start date. The contractor must submit daily meal-count spreadsheets within 24 hours of final meal service and a final meal-count spreadsheet within 3 days of the period end date.
Multiple purchase descriptions address specific units with varying meal counts across the performance window. The Government will provide three dining facilities equipped with stoves, refrigerators, grills, and ovens, plus all utilities. The contractor furnishes all food, cooking and serving equipment, personal protective equipment, serving supplies, insulated food containers for remote sites, cleaning supplies, and trash removal.
Evaluation factors are Past Experience, Past Performance, and Price, with past experience and performance equally weighted against price. All offerors must be registered in SAM.gov, must not appear on the Excluded Parties List System, and must submit quotes via email to Contract Officer Alan J. Cooper at alan.j.cooper8.civ@army.mil. Written questions are due at least seven days prior to the closing date.
