About this file

This is a Questions and Answers (Q&A) document addressing clarifications to a Request for Quote (RFQ) for meal service operations at Camp Grayling for the Ohio National Guard. The Q&A confirms that serving windows for breakfast and dinner are fixed at 0600-0800 and 1700-1900 respectively, and are not subject to shift provisions. Headcount data is provided by unit and day within the solicitation documents. The contractor must maintain standing availability of halal, vegan, vegetarian, and kosher meal options (1% requirement) at each meal service without advance notice from the Government. The designated points of contact for headcount verification and WAWF invoicing coordination are CW4 Sundbury and MSG Hall.

The Q&A also establishes that all food preparation must be performed on-site; off-site preparation with temperature-controlled delivery is not permitted. This solicitation (W9136426QA042) is issued under NAICS code 722310 as a 100% Total Small Business Set-Aside and will result in a Firm-Fixed-Price contract. The contracting officer is Alan J. Cooper (alan.j.cooper8.civ@army.mil), and all potential offerors must be registered in SAM and not appear on the Excluded Parties List System. Quote submissions are required via email to the contracting officer, with questions submitted at least seven days prior to the closing date.

1. The PWS references serving windows of 0600-0800 for breakfast and 1700-1900 for dinner. Can you confirm these are fixed or subject to the one-hour shift provision from the start of the period of performance? These times are fixed.

1. Can you confirm the maximum single-day headcount Sacred Chow should plan for across all three DFACs combined? The Headcounts are provided for each Unit for each day in the Solicitation.

1. Regarding the 1% halal, vegan, vegetarian, and kosher meal requirement — will the Government provide advance notice of specific dietary needs by unit, or should the contractor maintain standing availability of these options at each meal service? You will need to maintain standing availability of this option.

1. Will the Government provide a designated point of contact at Camp Grayling for daily joint headcount verification and WAWF invoicing coordination? CORs are CW4 Sundbury and MSG Hall.

1. Can you confirm whether food preparation may occur off-site with temperature-controlled delivery to the DFACs, or is all preparation required to be performed on-site? All preparation is performed on site.
