NOTE TO CONTRACTORS – THERE ARE CURRENTLY 2 AMENDMENTS FOR THIS SOLICITATION: AMENDMENT 1 & AMENDMENT 2. BOTH AMENDMENTS WILL HAVE THE OFFICIAL SF30 FORM ATTACHED, FOR WHICH THE CONTRACTOR SUBMITTING A PROPOSAL MUST SIGN, DATE, AND RETURN WITH THEIR PROPOSAL. THE FBO

THIS AMENDMENT CONSTITUTES THE FINAL CUT-OFF FOR SUBMISSION OF QUESTIONS. THE BID DUE DATE IS 24

APRIL 2019 AT 1:00 P.M.

Contractor Questions/Government Answers

1. The Project is an Indefinite Quantity (Two-Year IDIQ with multiple task orders) Contract.

Question: How will the project be funded? Do you expect work stoppages while additional funding is obtained?

Please provide as much information as possible regarding funding, possible work stoppages, and schedule. This will impact the schedule that is required to be submitted as part of Subfactor C.

RESPONSE: Bid as specified for a 2 year period of performance with potential for up to 2 temporary closures and re-openings to occur at most efficient breakpoint in work and be adjusted through contract modification.

2. What are the Bid Bond requirements? Is a special form needed? What amount is needed?

RESPONSE: A Bid Bond should be submitted with the RFP. Please use the Standard Form 24 for Bid Bonds. The percentage amount required is 20% of the bid price, but not to exceed $3 Million.

3. The “Clean and Prepare Sewer” bid item quantity of 700 LF does not match the total linear footage of the project. Please clarify or revise to reflect the footage for the entire project.

RESPONSE: should be 7000 LF. See revised bid schedule per amendment.

4. Please provide detailed plans that include profiles of the sewers listed in table 1 (West of Hamilton Ave.)

RESPONSE: See drawing “Attachment A” and Table 1 of the specifications. No additional drawings or profiles are available.

5. Should manholes be buried or inaccessible, please confirm who will be responsible for raising the MH to grade and/or making the modifications needed to safely access the MH/pipe.

RESPONSE: Contractor is responsible as specified in Section J, 3 C 1.

6. Is the PPQ (including 3 page adjective rating evaluation) excluded from the Past Performance page limitation (10 pages, stated on page 12 of solicitation)?

RESPONSE: Yes, the PPQ (including the 3 page adjective rating evaluation) is excluded from the Past Performance page limitation.

7. Are PPQs required for personnel, company and product experiences (technical, similar, previous)?

RESPONSE: Past Performance Questionnaires are required for evaluation purposes for same/similar size, scope, complexity, and dollar magnitude of work performed as the requirement. The work may be current projects or projects performed within the timeframe stated in the Evaluation Criteria listed in Part II of the Solicitation under Past Performance.

8. Question regarding geopolymer experience (Waiting for return call from Corps contact).

RESPONSE: All questions should be submitted in writing. Pages 13-15 of the technical project specifications list the requirements for experience.

9. Section 00 70 00 – Conditions of the Contract, LOCAL CLAUSES, (a)(2) states: The small business size standard is $36.5M.

Question: How does this apply to this Project?

RESPONSE: The size standards are for the most part expressed in either millions of dollars (those preceded by “$”) or number of employees (those without the “$”). A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs.

10. Section 00 70 00 – Conditions of the Contract, LOCAL CLAUSES, (c)(1)(C)(iv) states: Women-Owned Business (Other Than Small Business) … Question: How does this apply to this project? Is there a requirement or goal for the use of WBE or MBE business entities?

RESPONSE: This clause indicates that if you are a Woman-Owned Small Business, and the solicitation is for utility services where rates are set by law/regulation, the Clause under 52.204-5 Women-Owned Business (Other than Small Business) is applicable to your company. When a contractor completes the Representation & Certifications in the System for Award Management (SAM), they should make sure to check the appropriate information listed in the clause. This solicitation is issued as Unrestricted, Full and Open Competition, therefore it is not set-aside for any socio-economic group.

11. Section 52.232-16 PROGRESS PAYMENTS Because this is a unit price contract this section does not appear to apply to this contract.

Question: Is that correct? Please verify that progress payments will be based on the bid units and a schedule of values. Also clarify the retainage percentage.

RESPONSE: Clause deleted. There is no set amount of retainage.

12. Section 00 08 00 SPECIAL CONTRACT REQUIREMENTS, 1.22 ORDER AND COORDINATION OF WORK, Q.

DEMOBILIZATON AND REMOBILIZATION

No additional payment shall be made for demobilization or remobilization required as a result of changing sewer levels or rain events.

Question: is there historical flow data available for this system?

RESPONSE: provided in amendment 0001.

13. Part 1 of the General Conditions, 8. Demobilization and Remobilization (c.) states: “For the purpose of Bidding and the construction Contract, it is estimated that there will be two (2) temporary closures and two (2) reopenings during the Contract period. Actual number of temporary closures and reopening will be adjusted through a Contract modification.”

Question: Should the Bid Quantity be 2 instead of 1?

RESPONSE: No. Payment will be made for a single mob/demob, but the contractor should make the assumption to include 2 closures and reopenings.

14. Part 7 – TRENCHLESS SEWER CONSTRUCTION, Section 4. Preparation of Surfaces, Subsection f. reads:

In the sewer to be rehabilitated and in existing laterals for a distance of 2 feet into the lateral, the surface of calcite deposits shall be roughened by sand-blasting or grinding to produce a surface to which the liner can bond. Calcite ridges shall be removed to a level such that the minimum liner thickness or reinforcement cover can be obtained.

Question: Since calcite deposits normally protrude into the sewer ordinarily these deposits need to be removed to the wall of the sewer to create a uniform surface prior to applying the geopolymer at the design thickness. Please clarify that calcite deposits that protrude away from the wall of the sewer will need to be removed.

RESPONSE: yes, calcite deposits should be removed. Revised Subsection f is changed to read:

Part 7 Trenchless Sewer Rehabilitation; Section P, Spray Applied Liner; 4. Preparation of Surfaces; Delete paragraph f. on page 19 and replace with the following:

f. In the sewer to be rehabilitated and in existing laterals for a distance of 2 feet into the lateral, the surface of calcite deposits shall be removed to the wall of the sewer to create a uniform surface prior to applying the geopolymer at the minimum design thickness.

15. Technical Project Specifications - Page 7 and 8 of Part 7 – Trenchless Sewer Construction, discusses VR, LC, SC and CR repairs. It is indicated that CR repairs are not foreseen.

Question: Should a CR (Corroded Rebar) repair be determined necessary, will additional funding be provided, or how should this risk be addressed by the bidders? This comes up again on Page 30, Item 8.

RESPONSE: CR repairs deleted per amendment.

16. Technical Project Specifications - Page 8 discusses Reinforced Concrete Invert paid by cubic yard.

Question: Given that CR (Corroded Rebar) type repairs are not foreseen, can bidders conclude that invert repair work will not include the addition of new reinforcement? If reinforcement is anticipated, can more details be provided to indicate the extent of rebar that will be required?

RESPONSE: Assume reinforcement in the invert. See attached Sheet 10722-S2 for informational purposes. Sheet addresses typical rebar sizes and spacing for typical sewers. Disregard specific pipe dimensions and other details that do not apply to this project.

17. What is the intent of XRF Testing? We recommend language precluding the manipulation of the material from the form in which it will be installed that would alter and possibly over inflate the pozzolanic materials by releasing compounds from the aggregate through grinding or other means. If the intent is to ensure a geopolymer as opposed to a cementitious product which will cure through hydration, additional testing to at minimum include XRD is recommended. XRF alone does not provide sufficient information to ensure a cementitious product is not being provided. Discussed again on Page 44.

RESPONSE: XRD testing added per amendment. See added specification:

Part 7 Trenchless Sewer Rehabilitation; Section P, Spray Applied Liner; 2. Spray-on Geopolymer Lining system; c. Submittal Required; Add Item 8.) on page 12 as follows:

8.) The X-Ray Diffraction (XRD) analysis report for a proposed geopolymer material and the new liner.

18. Technical Project Specifications - Page 17 testing, we request/recommend 9 samples per set with 3 to be tested at each of 7 Days, 28 Days and 56 Days (or otherwise directed). Three samples will clearly indicate if an outlier is present as can be the case any time samples are being made in field conditions.

RESPONSE: bid as specified

19. Technical Project Specifications - Page 18, Item 3 Certification Procedure, discusses preparation of test panels. This is not typically conducted for geopolymer application as would be the case with a shotcrete application. Applicators are trained, licensed and approved by the manufacturer to represent their capabilities to apply the material proposed. We request/recommend that this requirement be removed.

Question: Is it the intention that additional finishing be conducted as described (Technical Project Specifications – page 22)? Wood float followed by a sponge rubber float is not standard practice with a Geopolymer liner.

RESPONSE: See revised specification:

Part 7 Trenchless Sewer Rehabilitation; Section P, Spray Applied Liner; 7. Finishing;

Delete 1.) on page 22 and replace with the following:

1.) Place geopolymer liner to the thickness and surface planes established by troweling, spraying, centrifugal casting, or other means approved by the geopolymer manufacturer. Provide a smooth uniform surface with improved hydraulic flow properties.

20. Technical Project Specifications - Page 23 Item 5 indicates that tests shall be per 150 cubic yards of material as well as per 5,000 square feet of surface area for walls and ceilings.

Question: Section P - Page 23 Item 5; Which governs testing frequency for spray applied liners: once per day, 150 cubic yards of material or 5,000 square feet of walls and ceilings?

It should also be pointed out that we do not recommend the Liner operator prepare the samples, this is typically a hands off independent process with samples being prepared by the testing lab so as to establish chain of custody.

RESPONSE: Testing frequency to be determined by application rate per day as specified. See revised specification:

Part 7 Trenchless Sewer Rehabilitation; Section P, Spray Applied Liner; 9. Construction Testing; Delete 4.), 5.) and 6.) on page 23 and replace with the following:

4.) The frequency specified for each test is approximate. If additional tests are necessary, at the option of the District, such tests shall be performed by a third party independent laboratory at the Contractor’s expense.

5.) Tests for Spray Applied Liner shall be performed not less than once a day, nor less than once for each 150 cubic yards of Spray Applied Liner, nor less than once for each 5,000 square feet of surface area for walls and ceilings.

6.) If delamination is suspected, a core sample shall be taken from that location. If delamination is confirmed by the core sample, that core sample shall not be counted as one of the in-situ core samples required. It shall be the Contractor’s responsibility to determine the extent of the delamination to the satisfaction of the District and to remove and replace the rejected section.

21. Question: If MH’s are lined at same time as pipe, will additional testing frequency be required or can same samples be representative of both installations given the same material will be used in both pipe and MH?

RESPONSE: Testing frequency to be determined by application rate per day as specified.

22. Item 6 discusses delamination testing with a small hammer. This is not typically done.

Question: At what point in the curing process will this testing be conducted? What size, weight and material hammer will be used for this testing? How hard will the liner be struck? We recommend that this requirement be deleted.

RESPONSE: specification changed. See replacement paragraph in response to question 20, above.

23. Question: Can an alternative to the materials discussed in the specification be to allow alternative products as approved by the manufacturer for use in a complete system with the specific liner material?

RESPONSE: Awarded contractor can submit VE proposals for consideration. Bid as specified.

24. External chemical grouting – Type “ECG” (SECTION Q, page 28) does not appear on the Bid Schedule.

Question: How is it intended that this work be paid if needed?

RESPONSE: ECG repairs shall be deleted per amendment.

25. Technical Project Specifications - SECTION Q, Page 29, Item 7 discusses SC repairs and goes into extensive details on reinforcement. Please provide additional information such as bar sizes, spacing, anticipated quantity, etc RESPONSE: Replacement of reinforcing steel is not anticipated with the SC or Spalled Concrete repair. Any exposed rebar shall be cleaned and the repair area shall be repaired in accordance with the Technical Specification, Part 7, 7. Spalled Concrete & Exposed Rebar Repair-Type “SC”.

26. SECTION R SEWER CLEANING AND INSPECTION

Section 1. Cleaning and Preparation of the Sewer, b. describes cleaning as:

Interior surfaces of sewer pipes shall be cleaned by up to 3 passes of high-pressure water jetting (minimum 2,000 psi) or sawing to remove and flush out loose bricks, deposits of debris, roots, and sediment. The Contractor shall remove all debris including rocks, roots, gravel and similar coarse debris from the sewer, and all debris shall be properly disposed of at a permitted landfill. Debris shall not be flushed downstream into other sewers. All costs involved with disposal of debris will be the responsibility of the Contractor and will not be paid for separately.

e. describes “Heavy Cleaning as:

If the above described sewer cleaning efforts do not result in all debris being removed from the pipe, “Heavy Cleaning” may be required to remove remaining debris. Proposed “Heavy Cleaning” must be documented with photographs and estimates of quantities and time submitted by the Contractor and shall be approved by the District prior to performing this work. If the District agrees that the specified cleaning method was not effective in cleaning the sewer and that additional time and effort is required to clean the sewer, it shall be paid for at the unit bid price for “Heavy Cleaning”.

These two sections contradict section 16 of Trenchless Sewer Construction that reads:

(d) If the District agrees that the specified cleaning method was not effective in cleaning the sewer and additional time and effort is required to clean the sewer, the contractor will be paid for “Heavy Cleaning” at the unit bid price.

Which contradicts Section 4. Preparation of Surfaces, Subsection e. that reads:

The removal of grease, slime, chemical grouting residue, etc. may be accomplished by hydroblasting at a minimum pressure of 5,000 psi or sand blasting. Surfaces that are submerged by wastewater before repairs can be completed shall be recleaned. The Contractor shall make provisions to collect the bulk of the sediment and debris from cleansing operations, and shall remove it from the sewer together with existing debris, and dispose of it at a landfill suitable for disposal of the materials from the sewer. Removal of existing debris shall be accomplished without vibratory or high impact equipment. Rotary type tools will be allowed to loosen existing debris. The cost for removal and disposal of debris will be paid for under the pay item “Clean and Prepare Sewer” as applicable.

Please clarify which sewer cleaning specification is to be used. We do not recommend anything over 3,500 psi for water blasting.

RESPONSE: Page 8, subsection 16. d. is deleted per this amendment. Psi requirements deleted per updated specifications as shown below:

Part 7 Trenchless; Section P Spray Applied Liner, 4. Preparation of Surfaces; Item e, on page 19, delete and replace with the following:

Part 9 Miscellaneous; Section J Manhole Rehabilitation, h. Interior Manhole Rehabilitation , 1.) Manhole Cleaning and Preparation, Item b.), on page 46, delete and replace with the following:

b.) High-pressure water blasting shall be used to clean free all foreign material within the manhole.

Part 7 Trenchless; Section Q Miscellaneous Sewer Repairs, 7. Spalled Concrete & Exposed Rebar Repair – Type “SC”, b. Procedure, Item (4), on pages 30 and 31, delete and replace with the following:

(4.) The perimeter of the repair area will be chipped or sawcut to a minimum 1/2" depth being careful not to cut or damage any reinforcing steel. The entire repair area should be chipped until there are no offsets in the cavity, which would cause an abrupt change in the thickness of the repair material. Remove all deteriorated concrete, dirt, oil, grease and all bond inhibiting agents from the area by hydroblasting to obtain an aggregate-fractured surface and corrosion free reinforcing steel.

Part 7 Trenchless; Section Q Miscellaneous Sewer Repairs, 4. Void Repair – Type “VR”, b. Procedure, item (3.), on page 28, delete and replace with the following:

(3.) All void cavities must be cleaned to remove dirt, debris and contaminants by hydroblasting, sand blasting or other appropriate mechanical means to obtain an aggregate fractured surface.

27. Technical Project Specifications - Page 40, Item 6 discusses property owner notification Question: Will an electronic list of property owners and their addresses be provided by the utility to accommodate the letter notification process, or is this up to the Contractor to pull together?

RESPONSE: MSD to provide list of property owners to awarded contractor.

28. Technical Project Specifications - Page 41, Item 3 discusses MH work. We would recommend removal of steps, not replacement. Given the often corrosive environment and degradation that follows, steps pose a liability and are typically not replaced as alternative means should always be used when accessing a MH or structure.

Questions: Are we required to remove and reset cones as part of this work, or would the repair of the MH seal, grade adjustment, cone/wall joint, etc. only be triggered if cones are removed? We assume cone removal would also trigger pavement work, if cones aren’t to be removed, then is there a need to provide Superintendents paving experience? Is lining of the MH invert/bench intended as part of the work? If so, we would recommend this get paid as a separate line item than the per VF lining of the MH itself.

RESPONSE: Cones are not being replaced unless damaged beyond repair in which case replacement would be paid for under the “Changes” clause. Payment for bench and invert lining will be part of the manhole lining bid item. Also, see updated specification regarding steps below:

Part 9 Miscellaneous; Section J Manhole Rehabilitation; 3. Geopolymer Manhole Liner;

c. General; Item 1.), on page 41, delete and replace with the following:

1.) Installation of Geopolymer Liner shall consist of cleaning the entire manhole interior surface, and removal of existing steps; preparation (plugging/patching) of the manhole interior surface for lining including repair of frame seal, grade adjustment cone/wall joint, pipe seals and bench and invert as required to prepare the manhole for lining. The Contractor shall line the entire manhole interior surface with an approved geopolymer lining product.

29. Please confirm the Management Plan required is for a 30 month period.

RESPONSE: 30 month should be 24 month

30. The solicitation asks for 5 years of geopolymer experience in the rehabilitation of main trunk sewers for the Site Superintendent, Contract Quality Control System Manager, and the Installer. The use of geopolymer systems and methods for the rehabilitation of trunk sewers is relatively new. One of the two products specified and the one we intend to use, Quadex Geokrete, has only been used for this purpose for just over three years. We request that this experience requirement be reduced to 3 years for this reason.

RESPONSE: see revised specification:

Part 7 Trenchless Sewer Rehabilitation; Section P, Spray Applied Liner; 2. Spray-on Geopolymer Lining System; f. Installation of Liner; 1.) Requirements; d. Qualifications;

subparagraph 1. on pages 13 and 14 and subparagraph 4. on page 15 delete and replace with the following:

1. Documentation and verifiable references that the Installer has successfully installed the proposed geopolymer liner system in a minimum of 1,000 linear feet of large diameter (>36 inch) horizontal pipe and manholes in the United States and Canada and has been continually engaged in this type of work for a minimum of three (3) years. The information submitted shall include pipe dimensions, length of installation, size/type of flow control required to perform the Work, description of the actual work performed including installation method, name and telephone number of the pipe owner and date of installation. The stated experience requirements for licensed Contractor or Installer have to be projects which used approved liner manufacturers. All reference experience shall be for the projects completed within the United States and Canada and shall have used the same installation method, and geopolymer lining system proposed for the project.

The required experience shall include the following:

a. Contractor performing the lining of the sewer shall be licensed by the approved geopolymer lining manufacturers.

b. The licensed Contractor, or Installer, shall have experience in geopolymer lining of sewers including the following: circular and box shaped sewers and similar sizes as this project.

4. Submit documentation and verifiable references that the proposed geopolymer liner system has been successfully installed in a minimum of 10,000 linear feet of large diameter (>36 inch) horizontal pipe and manholes in the United States and Canada and that the proposed geopolymer liner system had been in place for a minimum of three (3) years. Contractor shall submit manufacturer experience information within one (1) week following award.

31. Please advise should it be acceptable to prepare composite designs for the box structures on the subject project? We have found that composite design, especially in the case of box structures, allows for the most economical use of the existing structure. Should composite design not be allowed, fully structural designs will require an increase in thickness significantly above the minimum thicknesses discussed in the specification, which may adversely affect system hydraulics.

RESPONSE: bid as specified. Awarded contractor may submit VE proposals for consideration.

32. Please advise what loadings need to be accounted for in designs? For example:

a) Geotechnical information on the soil such as soil density or soil elastic modulus (NOTE: the elastic modulus is not the same as the soil reaction modulus E’ found in ASTM F1216 which is typically used in association with the enhancement factor K which usually is assigned a value of 7).

b) Max water table (examples half way between top of pipe and ground, ground, provided 100-yr flood elevation, etc.)

c) AASHTO vehicular load rating (example HS-25) RESPONSE: Designer to consider loads and assumptions needed to provide a structurally sound liner for the fully deteriorated condition.

33. Please advise what failure methods need to be accounted for in the design? Will design need to account for the three common modes of underground failure, namely:

a) Buckling failure,

b) deflection/deformation and

c) flexure induced by the differential between horizontal and vertical forces.

RESPONSE: Designer to consider loads and assumptions needed to provide a structurally sound liner for the fully deteriorated condition.

34. Please advise if it is acceptable for calculations used in determination of the liner thickness to allow for cracking in the installed liner? We do not recommend this, but have observed it in other designs.

35. Under Section 01 15 00, “Temporary Construction Facilities”, Part 2.1 mentions furnishing a temporary field office trailer. Will a temporary field office trailer be required for this project?

RESPONSE: If it is specified, it is required

36. Under Section 01 15 00, “Temporary Construction Facilities”, Part 2.2 mentions furnish and installing temporary project and safety signs. Will these signs be required for this project?

RESPONSE: If it is specified, it is required

37. Under Section 01 15 00, “Temporary Construction Facilities”, Part 2.3 mentions furnish and installing temporary project safety fencing. Will the fence be required for this project?

RESPONSE: If it is specified, it is required per EM 385-1-1

38. Under the solicitation package, “Clauses incorporated by reference”, I see that FAR 52.219-8 (Utilization of Small Business Concerns) and FAR 52.219-9 (Small Business Subcontracting Plan) is noted.

What is the percentage requirements for the small business concerns?

RESPONSE: No percentages required. Follow requirements of these clauses readily found online.

39. Can you increase the maximum page requirements for the safety plan to 25 pages?

RESPONSE: The maximum page requirements for the safety plan has been increased to 20 pages.

40. Can you increase the maximum page requirement for the management plan to 25 pages?

41. The profile plan sheets notes “ECG” Repairs. The specifications details Type ECG Repairs.

However, the bid schedule sheet does not have Type ECG repairs noted. Which line item on the bid schedule shall the cost for ECG repairs be included?

RESPONSE: ECG repairs deleted per amendment.

42. The project description and the technical proposal mentions pavement repairs. I do not see on the plans and on the bid schedule as to where these pavement repairs are to be performed. Can you provide additional details/quantities and type of pavement repair (i.e. concrete, asphalt, or composite pavement)?

RESPONSE: No pavement repairs are anticipated, but may be required if the contractor damages manholes for access purposes for which repairs would be at the contractor’s expense.

43. With regard to past performance, will USACE St. Louis accept state and local municipality government projects or is it preferred to only submit federal past performance?

RESPONSE: Except that an RFP specifically states, “federal past performance accepted only”, (and this RFP does NOT state that), you may submit state and local municipality government projects as long as they show performance and magnitude of the project same or similar to the RFP requirement.

44. Due to the detailed information required and the complexity of the project we respectfully request that the page count increase from 60-pages to 150-pages.

RESPONSE: The page count increase has been set to 100 pages as shown below:

47. Will water be available for lining operations and if so are there specific hydrants that we will have access to? Where are these hydrants located?

RESPONSE: Contractor responsible for obtaining and supplying water necessary for the project.

48. Are there specific dates that the contractor will not be permitted to work?

RESPONSE: Proposed work outside of normal business hours, during weekends and/or during holidays shall be approved by the Contracting Officer.

49. What are the restrictions to day or nighttime operations? Will weekend hours be permitted? Please provide the hours of operation that we will be allowed to work.

50. Regarding the property between Barrett Brothers Park and Keinlen Ave – Junk Yard, will we have access to the sewer line in this area if it is necessary to conduct and open cut operation? Will the access be restricted in any way?

51. Will USACE provide the flow data for dry and peak weather flows for the combined sewer to be rehabilitated?

52. Is there historical and current CCTV video available of the sewer lines in question and will this be made available to the bidders for review prior to submission of Technical and Price proposals?

53. Will USACE please provide a detail for lateral abandonment (Type LA Repair)?

RESPONSE: MSD does not have a detail for the LA repair. The cost shall include any cleaning and preparation of the manhole for lining, the removal of steps, any patching and plugging necessary, lining the entire manhole interior surface with an approved geopolymer lining system, and all required testing. Measurement for payment shall be made per square foot of lining as measured from the lowest invert to the top of the geopolymer liner. Bypass pumping, as required, shall be included in the unit price for “Bypass Pumping”.

55. Will USACE permit a field office trailer onsite?

56. Will USACE make the Excel “Rehabilitation Table” and “Manhole Rehabilitation Table” available to bidding contractors?

57. Will pre or post CCTV be allowed via hand held camera? There are certain sections of pipe within this project that can be difficult to evaluate via typical CCTV equipment.

58. Is a “reach” defined as a segment of pipe from manhole to manhole?

RESPONSE: Reach is generally defined from access point to access point.

59. Will post CCTV of a manhole to manhole section constitute a final CCTV inspection as the contractor moves from one segment to another?

1. GENERAL INFORMATION

This solicitation is for a lowest price technically acceptable, firm-fixed price contract for construction of Harlem Baden Package 8 located in the City of St. Louis and the Village of Hillsdale, Missouri. The magnitude of construction for this project is between $5M and $10M.

Work consists of rehabilitation of approximately 6,800 lineal feet of combined sewers, varying in size from 48” x 48” to 122” x 144”, utilizing trenchless methods, and the rehabilitation of approximately 500 lineal feet of manhole utilizing geopolymer liner methods in an area south of Natural Bridge Avenue between Kienlen and Clara Avenues within the City of St. Louis and the Village of Hillsdale. The work consists of furnishing all material, labor, tools, equipment and supervision necessary for the rehabilitation of combined sewers and related appurtenances utilizing trenchless methods; the rehabilitation of main trunk sewers, manholes, and service connections utilizing geopolymer liner methods; the cleaning and lining of pipe sewers and point repairs; and the removal and replacement of pavements and roadways.

Coordination with the Metropolitan St. Louis Sewer District may be required throughout the duration of construction, with approval of the St. Louis District.

2. REQUIRED REGISTRATIONS

Offerors must have and must maintain an active registration in the following databases:

System for Award Management (SAM): Offerors must have and must maintain an active registration in the SAM database at https://www.sam.gov/portal/public/SAM/ to be eligible for a Government contract award.
