L.4.1.3.1 Architecture Engineering Change Proposal (ECP)
If proposing the accelerated ECP timeline, the offeror shall describe its approach to meeting the architecture requirements outlined in Attachment 0101 – JLTV PD, Annex X. The offeror shall provide a detailed Integrated Master Schedule (IMS) with resource loading that supports the proposed ECP approval timeline. The schedule shall outline all design activity, component-level testing, sub-system level, and vehicle level testing planned, purchasing activity with lead times, build activity, technical data package and computer software package development durations, part qualification activities (PPAP and CFAT), milestones related to test assets and production deliveries. If the contractor has schedule margin for unplanned events included, the margin should be highlighted within the proposal. The IMS shall include the steps tied to increasing manpower if additional resources are required to achieve the proposed timeline.
L.4.1.3.1.1 Architecture ECP Substantiating Data
The offeror shall provide substantiating data to allow the Government to perform a risk assessment against the proposed ECP schedule. The offeror shall provide substantiating data to validate the feasibility of the proposed schedule. The offeror shall highlight events already completed within the IMS and submit substantiating data to validate the events are complete. For events not completed within the IMS, the offeror shall provide an assessment of planned durations substantiated by analogous efforts completed on systems similar to the JLTV. The offeror shall use Attachment 0175 to identify the purpose, type and location of substantiating data within the proposal. When describing the purpose, the offeror shall provide rationale for submitting the data (i.e. what aspect of the proposal it supports). All substantiating data shall be provided within the proposal. Substantiating data shall be complete, specific, and relevant only to the specific timeline proposed by the offeror. In general, the following hierarchy is applied to substantiating data: vehicle-level test data will be the most credible, followed by sub-system level test data, component-level test data, technical papers/analysis/Modeling and Simulation data, and finally supplier documentation.. If substantiating data is based on a system other than the JLTV, the offeror shall provide an assessment of applicability within the proposal. Any substantiating data for a design configuration which meaningfully varies from the offered design configuration may be considered less credible. The greater the extent to which the offeror’s proposed design configuration meaningfully varies from the design configuration to which the data applies, thereby undermining the credibility of the offered data, the more the Government may discount the validity of the substantiating data.
L.4.1.3.2 Technology Enhancements Proposal
L.4.1.3.2.1 Corrosion
The offeror can propose to maintain the current level of performance as defined by coating specifications and performance tests contained in the JLTV Technical Data Package or provide a 1) minimum 20 year corrosion life as defined in Attachment 0101 – JLTV PD, Annex W or 2) minimum 30 year corrosion life as defined in Attachment 0101 – JLTV PD, Annex W. If a 20 or 30 year corrosion life is proposed, the offeror shall document its proposed level of corrosion performance within the proposal as well as in Attachment 0175 – VATEP Adjustment Calculator. The offeror shall describe the material, coating or process changes planned to meet the proposed level of performance. The offeror shall identify all parts impacted by the proposed changes.
L.4.1.3.2.2 Driver Assist
The offeror can propose to maintain the current level of performance as defined by Attachment 0101 – JLTV PD or the offeror can propose any number of the Driver Assist technologies defined in Attachment 0101 – JLTV PD, Annex W ranging from one (1) to all eight (8). For each technology proposed, the offeror shall separately describe the proposed design, efforts completed with respect to integration to JLTV, efforts remaining to complete integration on the JLTV, and technical approach to meeting requirements. For each technology proposed, the offeror shall assess the proposed level of performance against Annex W requirements and assess the impact to JLTV PD Main Body requirements and associated annexes.
L.4.1.3.2.3 Fuel Efficiency
The offeror can propose to maintain the current level of performance as defined by Attachment 0101 – JLTV PD or the offeror can propose one of the Fuel Efficiency technologies or both or the Fuel Efficiency technologies. If offering anti-idle (Fuel Efficiency Technology Enhancement #1), the fuel savings associated with this capability cannot be used as part of the calculation for the 5% reduction under Fuel Efficiency Technology Enhancement #2.
L.4.1.3.3 Substantiating Data
The offeror shall provide substantiating data to allow the Government to perform a risk assessment against 1) the proposed level of performance as described by the Technology Enhancement PDFOVs, 2) integration with the current JLTV FoV (excluding the Trailer) architecture and 3) the impact that proposed design changes may have on compliance to existing JLTV PDFOVs.
The offeror shall use Attachment 0175 – VATEP Adjustment Calculator to identify the purpose, type and location of substantiating data within the proposal. When describing the purpose, the offeror shall provide rationale for submitting the data (i.e. what aspect of the proposal it supports). All substantiating data shall be provided within the proposal. Substantiating Data shall be in the form of Government test data, third party test data, offeror test data, manufacturer specification sheets, modeling and simulation data, safety confirmations, materiel release information, analytical support, design documentation and/or rationale. Substantiating data shall be complete, specific, and relevant only to the performance levels proposed to be achieved by the offeror for each requirement. If the substantiating data for one requirement is the same as data cited for another requirement, then reference the previously provided data and do not provide duplicate data. In general, the following hierarchy is applied to substantiating data: vehicle-level test data will be the most credible, followed by sub-system level test data, component-level test data, technical papers/analysis/Modeling and Simulation data, and finally supplier documentation.
Providing the highest form of substantiating data (vehicle-level (test) does not guarantee a low risk and similarly, providing the lowest form of substantiating data (i.e. supplier documentation) does not guarantee a high risk. Therefore, to support Government risk assessment, the Offeror is required to provide, at a minimum, the detail below for the substantiating data provided against each enhancement proposed.
At a minimum, substantiating data for each enhancement shall include:
(a) The type of product assessed (e.g. virtual or digital, prototype, production intent with soft tooling or production intent with hard tooling).
(b) Assessment of applicability to JLTV.
(c) The types of testing or assessment performed (e.g. Modeling and Simulation (M&S), Bench or Component-level Testing, Sub-System-level Testing, or Vehicle-level Testing). Test data shall include the test setup, test methods, raw data shall be furnished upon Government request, pass/fail criteria, and results.
(d) If M&S is provided as substantiating data, the contractor shall provide analysis to prove that the M&S data provided is suitable to support performance, integration and PDFOV compliance risk assessment.
(e) If test data is provided at the vehicle level, the offeror shall provide details on the platform used for test. If the vehicle tested is not a JLTV, the contractor shall provide an assessment of the as-tested platform, the similarities to the JLTV, and why the surrogate platform is applicable.
L.4.1.3.4 The proposed changes, and all data submitted in support of the offeror’s Sub-Factor 2: Technology Enhancement proposal (to include any Assertion of Restriction documentation) will be incorporated into the Contract as Attachment 0169 - Proposed Source Control Drawing and Tech Enhancement Changes. The offeror shall deliver these changes as ECPs to the Government Configuration Control Board to formally incorporate them into the JLTV FoV Technical Data Package and Computer Software Package (Attachment 0112 - JLTV FoV TDP and CSP) in accordance with Section C.7 and C.7.1.
L.4.1.4 Sub-Factor 3: Source Control Content
L.4.1.4.1 Primary Technical Sub-Factor 3, Source Control Content, affords the offeror the opportunity to propose to deviate from the approved sources of supply identified within the JLTV FoV TDP and CSP. The intent is to permit alternative sources of supply and/or fully-defined designs which are interchangeable (require minimal to no modifications to the vehicle) with and perform equal to or better than the existing source controlled components in the JLTV FoV Technical Data Package and Computer Software Package to be proposed. The ability to deviate from the JLTV FoV Technical Data Package and Computer Software Package is available to all offerors, however, it is not mandatory. If the offeror elects not to propose any deviations from the approved sources of supply identified on the Source Control Drawings within the JLTV FoV TDP and CSP, then the offeror shall supply a document certifying to that instead of the content discussed below in L.4.1.4.2. Components proposed to be replaced or modified under Technology Enhancements (Primary Technical Sub-Factor 2) should not be identified in the Source Control Content proposal.
Minimizing changes does not guarantee the most favorable rating, nor does making changes guarantee an unfavorable rating. The offeror’s approach will be evaluated to assign an appropriate rating in accordance with the requirements of M.4.1.3.
L.4.1.4.2 Should the offeror elect to propose new sources of supply for source controlled components within the JLTV FoV TDP and CSP, the offeror shall provide all of the following content in its Source Control Content proposal:
(a) A list of components for which the offeror is proposing to deviate from the existing approved source of supply specified on the JLTV Source Control Drawing within the JLTV FoV TDP and CSP. The list shall include, at a minimum, the Government part number and nomenclature of the components which are proposed to be replaced.
(b) Redlined source control drawings for all of the components identified in L.4.1.4.2 (a) above which identify the new sources of supply and all required drawing changes. Components which are proposed with redlined source control drawings that identify the offeror, its parent company, its subsidiary companies, its affiliate companies, or any company owned by its parent, affiliate, or subsidiary companies as an approved source of supply are prohibited.
(c) All substantiating data for all of the components identified in L.4.1.4.2 (a) above which demonstrate that the component from the new source of supply meets or exceeds the requirements specified for that component in the JLTV FoV TDP and CSP. In general, the following hierarchy is applied to substantiating data: vehicle-level test data will be the most credible, followed by sub-system-level test data, component-level test data, technical papers/analysis/Modeling and Simulation data, and finally supplier documentation.
(d) If the offeror elects to propose to replace a JLTV Source Control component within the existing JLTV FoV TDP and CSPwith a component of its own design that meets or exceeds the requirements specified for that component in the JLTV FoV TDP and CSP, it may choose to do so provided the offeror submits all technical data and software (reference JLTV FoV TDP and CSP requirements identified in C.2.1.1.1.4), including DFMEAs, for those components for review, as well as a signed Attachment 0174 - Assertion of Restrictions which affords the Government one of the following:
(i) Government Purpose Rights to the complete design of each proposed component. All terms, including the default 5 year expiration term for Government Purpose Rights, apply as stated within the stated DFARS clauses.
(ii) Unlimited Rights to the complete design of each proposed component.
(iii) A Special License Agreement which affords the Government either Government Purpose Rights or Unlimited Rights to the complete design of each proposed component and does not degrade the rights the Government holds in the JLTV FoV TDP AND COMPUTER SOFTWARE PACKAGE. The Special License Agreement must also enable the Government or another offeror to completely manufacture or purchase the design from a supplier for Government purposes without restriction. Government Purpose Rights and Unlimited Rights are defined by the Defense Federal Acquisition Regulation Supplement (DFARS) clauses 252.227-7013 Rights in Technical Data – Noncommercial Items, 252.227-7014 Rights in Noncommercial Computer Software and Noncommercial Computer Software Documentation, and 252.227-7015 Technical Data – Commercial Items.
