2 ID - A2
What visibility will we have of the TDP before it is finalized in 2021?
The Government will release the latest version of the JLTV TDP to offerors with each Draft RFP. Up until the A2 TDP is available, the TDP's are planned to represent the latest JLTV A1 TDP which has been released at that time. The Government is considering draft releases of the A2 TDP as it is delivered to the Government ahead of the final release in
Q4FY21.
3 ID - A2
Concern with 6 months with A2 TDP vs. what incumbent would have The Government will provide as much information to industry that is possible in the earliest timeframe that is reasonable.
4 ID - A2

The Government is committed to full and open competition and continues to seek opportunities to ensure all interested contractors have adequate time and all pertinent information to compete competitively.
7 ID - Contract
Given the contract structure, a five-year contract and five one-year options, can the Government re-compete the program again after the initial five years?
Yes, the Government may make a determination not to exercise an option year. In the event an option year is not exercised the contract ordering period will expire and no future option years may be exercised. The Government may start the acquistion planning process and Request for Proposal (RFP) release prior to making a determination not to exercise an option year.
8 ID - Contract

9 ID - Contract When would you anticipate (after contract award) PDR? The Government will conduct a start of work meeting with the winning vendor, but given the build-to-print nature of the solicitation, the Government would not require a PDR.
10 ID - Contract Why did the Government decide to do a 5 year contract, with 5 (1 year) option periods vs a straight 10 year contract?
This decision was based on considering DFARS 217.204(e)(i). In addition, this strategy provides the Government with flexibility and ensures the Government achieves the best value over a ten year period of time through competition.
11 ID - Cyber What about CMMI? The Government requires further clarification in order to provide a comprehensive response.
12 ID - Cyber What level of comma Cyber security, will be required?

Will everything be in same location on Beta SAM?
Yes, the intention is to continue to post everything in the same location on beta.SAM.gov. However, there is a charector limit within the website. Therefore, the Government may have to create an archive attachment and post it to the website versus including all updates within the description section of the posting.
In the event the Government changes the location of future postings the Government will make Industry aware of the chnge and will update the current posting to include a link to the new posting location.
20 ID - FO Contract
Does split procurement mean contract runs out & new contract awarded to one vendor? Or will Oshkosh receive contract for some & another vendor will supply some
This is not a split contract. The Government will compete the follow-on contract through full and open competition and award to only one contractor. However, the Government is planning a "transition period" where it intends to continue ordering vehicles off of the current production contract even after the award of the follow-on requirements contract to avoid a break in deliveries and allow for an orderly ramp up. The transition provision will be included in a future RFP draft.

As part of the technology enhancement request for information, autonomous technologies will be considered and reviewed with the USMC and US Army requirements communities.
87 ID - Tech Enhancement
How will enhancements to GFE (e.g. lethality solutions) be handled? Out of the JPO or individual branch PM offices?
The Government is conducting research to determine what technology enhancements will be included as part of the follow on contract. Will Gov support access time at test sites (example Aberdeen)?
No, the Government does not intend to provide support for access time at test sites, as this would require a current contract be in place for Government sponorship. The contractor shall be responsible to coordinate any testing efforts needed at the test site. The Government is willing to sponsor a contractor to facilitate communicaiton with the test centers, contractors will be subject to the current test centers contractor rates and availability.
92 ID - Testing Will the RFP contain testing requirements?

98 ID - Trailers
Is there going to be significant changes to Trailer between now and Feb 22 release?
There are 4 Engineering Change Proposals (ECPs) that improve the producibility of the JLTV-T since the previous JLTV-T TDP release. None of the ECPs significantly impact or change the JLTV-T performance. The subject ECPs will be included in the TDP release scheduled for the end of March 2020. ID -Lease
In planning the receipt of the lease materials – the two vehicles roll on/roll off the trailer – with no special requirements and are part of the normal process at our our facility I envision that the “B-Kit Armor Package” is coming separately and will most likely be palletized – requiring additional handling and specialized equipment (i.e. fork truck capacity, loading dock, etc?) plus any additional security precautions that maybe required.
Do you know where/who is processing the corresponding B-Kit as part of the lease program – or where I can get the preliminary information to ensure we are prepared to receive? I understand that the lease agreement is tentatively planned for late June/July, but I want to make sure we’ve comprehended the requirements in our plan.
The Government will coordinate the shipping and inform the leasee of the projected delivery date, once it is known. The JLTV B-Kits will be crated and are separate from the vehicles. In order to safely handle the B-Kit Armor package, the Government recommends using a fork lift. Weight and dimension information is provided for the JLTV B-Kits to assist with determining the appropriate specialized equipment (fork lift). In addition, there are no additional special security requirements associated with the JLTV B-Kit.
Weight & Dimension Information:
-Packaged B-Kit Armor (4-door, General Purpose): 5,129 lbs / 90" x 78" x 18"

ID- Sources Sought
I realize that the subject sources sought was due last September 27th but Company XYZ just recently became aware of the JLTV Follow-on Production solicitation (W56HZV-20-R-0072). If Company XYZ submitted a completed sources sought questionnaire now would the submission be accepted by the USG for considering Company XYZ as an interested prime contractor? If so, I would submit the completed NDA as well as the DD Form 2345 per the sources sought instructions. If not, is a future sources sought planned for the JLTV Production for Company XYZ to throw its hat into the ring?
The Government is not currently seeking additional response to the previously released Sources Sought Notification. In the event a Company failed to respond to the initial Source Sought Notification that Company can still be an interested Prime Contractor.
