The contractor prepared ECPs/VECPs are required to use all fields applicable within the DD1692 Form.
Supporting Data:
In addition to the information required below, the ECP/VECP shall include supporting data as follows:
a. Full size drawings for all affected parts to include installation and interface drawings, and associated modeling data. The drawings shall clearly depict the "From/To" relationship of the change. Screen shots of the affected change will only be considered supplemental to the required full size drawings.
b. A consolidated list of all Contract Data Requirements Lists (CDRLs) impacted by the ECP/VECP.
c. Red line mark ups to Logistic Support Analysis (LSA) data and Logistics Product Data (LPD) CDRLs affected as a result of the ECP/VECP to include but not limited to: CDRL C004 - Logistics Product Data, LSAR 036 with PLISNs impacted, validated red-lines for CDRL C017 - Technical Publications to include, but not limited to, updates to Preventive Maintenance Checks and Services, Operation or Maintenance WPs, Repair Parts and Special Tools List or any other Technical Manual pages impacted by the ECP/VECP, validated CDRL C002 - Kit Installation Instructions (for inclusion in the TDP) and a summary of CDRL C057 - DMSMS Quarterly Status Report COAs. Final delivery of fully incorporated Logistics information via its associated CDRL shall occur no later than 30 days after ECP approval or the next scheduled CDRL deliverable impacted by the ECP/VECP whichever is later. Delivery for all Logistics CDRLs without regular delivery timelines (example “As Required/Needed” in Block 10. “Frequency”) will be delivered NLT 60 days after ECP/VECP approval.
d. Complete list of parts interchangeability factors (down to piece part level if item is repairable).
e. Updated or mark-ups/red-lines of affected Quality Assurance (QA) data.
f. Test data and analyses to justify and describe the change and to determine its total impact including assessments of changes to system operational deployment characteristics. A summary of any testing done to validate concepts or new technology to be employed in the proposed ECP/VECP shall be presented with the supporting data. All planned test activity and results shall be summarized using the Design Verification Plan and Report (DVP&R).
g. Detailed cost proposal data. When a life-cycle cost and/or operation and support cost model has been included in the contract, the ECP/VECP shall also include the costs expected to result from the implementation of the change into all future production and spare items procured for the program.
