Draft Attachment 0173
Joint Light Tactical Vehicle (JLTV)
Production Process Site Visit Plan
October 2021
1. Scope. The purpose of this document is to provide offerors with administrative details pertaining to the conduct of the production process audit at each offeror’s designated production facility.
2. Personnel: It is expected that the Government may bring a team of up to 8 persons to the contractor’s designated facility for the audit.
3. Schedule:
a) After receipt of proposals, the Government will contact each prospective offeror to set the dates of the site visit evaluation.
b) The site visit will be a single, two day event at each offeror’s designated production facility.
c) Each audit day is forecasted to be 8 hours in length, and the audit is anticipated to be conducted during normal business hours (between the hours of 0800 and 1700 local time). The Government reserves the right to take a one hour break for lunch during the site visit each day which is not included in the forecasted 8 hour daily length.
d) In the event that the offeror cannot demonstrate or provide the information and processes to be audited, or the Government audit team has exhausted review of all pertinent information provided, the Government reserves the right to end the audit day prior to reaching the forecasted 8 hour daily length.
e) In the event of an unexpected occurrence outside of the offeror’s control which interrupts the conduct of the site visit (such as a natural disaster, act-of God, etc), the Government will make every attempt to ensure the audit is rescheduled and the remaining audit tasks are completed at another time.
4. Conduct of the Audit:
a) The offeror is permitted to make a brief introduction to outline the facility layout and communicate any safety requirements that the Government audit team needs to be aware of during the course of the site visit. The offeror is highly discouraged from preparing presentations or other materials that are outside the scope of the audit. The Government will not evaluate any of these materials unless they are specifically requested and needed by the Government in order to execute the requirements of the audit.
b) The offeror shall ensure that the Government evaluation team is provided full access to the offeror’s designated production facility. The offeror shall not restrict the Government team in any way that would prevent the auditors from performing the evaluation.
c) The offeror shall ensure that any personal protective equipment (PPE) that is necessary is provided to the Government auditors. The Government auditors will be equipped with safety shoes/boots and will be dressed in attire suitable to be in an assembly plant.
d) During the site visit the offeror will be requested to provide various documentation and records to evaluate during the audit. The offeror shall ensure that these documents/records are rapidly provided to the Government auditors to facilitate their evaluation. It is highly encouraged that the offeror has dedicated personnel during the site visit for this purpose.
e) During the site visit the Government audit team will be interfacing with assembly line personnel. It is highly encouraged that the offeror make these individuals aware that the audit will be occurring and to encourage them to answer any questions the Government audit team has. The Government will attempt to minimize the disruption to the production facility during the audit, but the offeror should be prepared that some disruption may be unavoidable.
f) The offeror shall provide a conference room that enables the Government to review requested documentation and records during the site visit. The offeror shall provide the Government privacy if requested, but shall retain a person “on-call” to assist if additional information is needed.
g) The audit will begin at 0800 hours local time each day unless otherwise requested by the offeror.
h) Day 1 of the site visit will consist of the evaluation of the three assembly stations which the offeror specified in its written proposal.
i) Day 2 of the site visit will consist of the evaluation of the three assembly stations which the Government has chosen to audit. The Government will notify the offeror of the selected stations on Day 2 of the audit.
5. Evaluation: Evaluations will be conducted in accordance with the criteria specified in Section M of the RFP. The Government will not discuss or disclose any proposal evaluation results at any time during the site visit.
