About this file
This is Addendum 5 to SEPTA's Request for Qualifications for the Traction Power Substation Rehabilitation Program – Contract 5, covering the Broad, Loudon, Park, and Castor substations in Pennsylvania. The addendum addresses technical questions and clarifications regarding the rehabilitation project, which encompasses completing final design from 50% specifications and construction of four traction power substations along SEPTA's Broad-Ridge Spur Subway/Elevated Trains line. The scope includes replacement of 13.2kV and 12kV switchgear, DC rectifier systems (750VDC and 600VDC), transformers, station batteries, protective relays, SCADA systems, fire protection systems, HVAC improvements, and structural upgrades to steel gantries and control buildings. Environmental work includes asbestos removal, lead paint abatement, contaminated soil remediation, and PCB surveys. The project must maintain continuous traction power service during phased rehabilitation across multiple building levels (basement, first floor, mezzanine, and roof). The contract duration is 2,035 calendar days from Notice to Proceed, with RFQ proposals due July 15, 2026 at 11:00 AM, a pre-qualification meeting scheduled for June 10, 2026 via Microsoft Teams at 9:00 AM, and mandatory site visits at Loudon and Park substations on June 11 and Broad and Castor substations on June 12, 2026.
The addendum clarifies that this is a two-step federal construction procurement where Step One is a technical qualification phase evaluated on a Pass/Fail basis, and only pre-qualified firms will receive Step Two sealed-bid documents to submit pricing. Contractors must perform at least 20% of work with their own forces. SEPTA encourages but does not mandate DBE subcontracting participation, with no specific DBE goal established, though contractors are encouraged to provide opportunities to small businesses including DBEs in accordance with 49 CFR Parts 26.39 and 26.51. Bids must include 5% bid security and 100% performance and labor/material payment bonds, remain firm for 90 days from opening, and comply with Pennsylvania's Steel Products Procurement Act and federal Buy America requirements. Awards will be made to the lowest responsive, responsible bidder based on combined pricing across four parts organized by construction trade. All steel products must meet compliance requirements, and questions are due by 12:00 PM June 24, 2026 to jbenante@septa.org.
