About this file
This is an addendum document containing construction drawings for SEPTA's Contract 5 Traction Power Substation Rehabilitation Program covering the Broad, Loudon, Park, and Castor substations along the Broad-Ridge Spur line in Pennsylvania. The file, titled "22x34-Broad-Street-Contract-5-Drawings-Addendum-3.pdf," provides technical drawings related to the rehabilitation project that involves completing final design from 50% specifications and construction of electrical infrastructure upgrades including replacement of 13.2kV and 12kV switchgear, DC rectifier systems (750VDC and 600VDC), transformers, station batteries, protective relays, SCADA systems, lighting, fire protection systems, HVAC improvements, and structural upgrades to steel gantries and control buildings. The project requires maintaining continuous traction power service during phased rehabilitation work across multiple building levels (basement, first floor, mezzanine, and roof), with environmental remediation including asbestos removal, lead paint abatement, contaminated soil remediation, and PCB surveys. The RFQ submission deadline is July 15, 2026 at 11:00 AM, with a pre-qualification meeting on June 10, 2026 via Microsoft Teams and mandatory site visits on June 11-12, 2026, and work must be completed within 2,035 calendar days from Notice to Proceed.
This is a two-step federal construction procurement where Step One involves technical qualification on a Pass/Fail basis, and only pre-qualified firms will receive Step Two sealed-bid documents for pricing submission. Bidders must provide 5% bid security and 100% performance and labor/material payment bonds, with bids remaining firm for 90 days from opening. The contractor must perform at least 20% of work with its own forces. All steel products must comply with Pennsylvania's Steel Products Procurement Act and federal Buy America requirements. While no specific DBE goal is established, SEPTA encourages disadvantaged business enterprise participation in accordance with 49 CFR Parts 26.39 and 26.51, and contractors should provide opportunities to small businesses including DBEs. Awards will be made to the lowest responsive, responsible bidder based on combined pricing across four parts organized by construction trade, with evaluation criteria prioritizing team qualifications and project management, experience, schedule understanding, project approach, and financial/project surety in descending order of importance.
