The Design and Build Contract No. 5 consists of final design, rehabilitating and upgrading existing Traction Power Substations (TPSSs) located at Broad, Park and Loudon on the SEPTA Broad Street Subway line and Castor on the Route 59 Trackless Trolley of the City Transit Division (CTD). The Design-Build Contractor (Contractor) shall complete the final design and rehabilitate all equipment and installations at the facility, unless specifically noted otherwise.

1. At Broad, Park and Loudon field survey and provide final design for the replacement of DC remote control panels (cabinets).

B. Contractor should note that a new Safety & Security Certification requirement has been added. The Contractor shall complete all SSC requirements. This specification defines the requirements for implementing SEPTA’s Safety and Security Certification (SSC) Program to ensure that all safety and security critical project elements are properly identified, designed, constructed, tested, and verified prior to acceptance and operational use. The SSC process applies throughout design, construction, testing, and pre revenue phases and requires coordinated participation by the Design Consultant, Design Build Contractor, and SEPTA’s SSC Consultant through hazard and threat analyses, conformance checklists, verification activities, and formal certification. Completion of this process is mandatory to demonstrate compliance with applicable Federal, Commonwealth, and SEPTA requirements and to confirm project readiness for occupancy and revenue service.

C. The Contractor shall have proven experience in the traction power systems of railroads. The Contractor shall have design capability or subcontractor capabilities on the team to advance the design from 50% level to 100 % level and sign/seal the drawings, besides subcontractors of other disciplines such as civil/structural, mechanical, and other required trades to complete the rehabilitation of the TPSSs.

G. Brief Description of SEPTA's Traction Electrification System:

1. SEPTA operates a comprehensive transportation system in the Philadelphia metropolitan area and suburbs. The CTD network of subway, light rail and electric trolleybus routes is an important part of SEPTA's service in the Philadelphia metropolitan area. The network includes the Broad Street Subway (BSS), the Market Frankford Subway elevated (MFSE), five (5) Subway Surface Trolley Lines, the Route 15 Historic Trolley (Girard Avenue and Richmond Streets), and the Routes 59, 66 and 75 Trackless Trolleys (electric trolleybuses).

2. Each TPSS has a unique electrical and physical layout.

3. The three (3) subway TPSSs to be rehabilitated as part of this Contract predominately provide power to the Broad Street Subway (BSS) and are located along this line at or near Mount Vernon Street, Loudon Street, and Cumberland Street. The BSS is third rail powered and was commissioned in 1928. The other TPSS to be rehabilitated as part of this Contract provides power to the Route 59 Trackless Trolley. The present Trackless Trolley routes were originally streetcar lines that were converted to electric trolleybus operation during the 1960's. The nominal system voltage of the CTD network is 700 V DC. The TPSS components vary in vintage from 1928 to present day technology. A Wayside Energy Storage System (WESS) allows for vehicle regenerative voltages up to

800 V DC.

4. Rehabilitation requires removal and replacement of essentially all existing equipment in a manner staged to prevent total outage, except at Castor TPSS. The Contractor shall field verify quantities of existing equipment to be removed. Remove abandoned equipment in quantities as field verified by the Contractor. Reflect the intent of having a full replacement of traction power equipment in the Contractor’s prepared final design for each site. Provide (furnish and install) quantities of equipment necessary for maintaining the current full operational functionality of the traction power system.

WESS equipment is not to be removed and replaced, but new positive and negative cables and connections to the new DC equipment shall be provided as part of this work, subject to approval by SEPTA.
