About this file
Summary
This is Addendum 5 to the Request for Qualifications for SEPTA's Traction Power Substation Rehabilitation Program – Contract 5, covering the Broad, Loudon, Park, and Castor substations in Pennsylvania. The addendum, signed November 8, 2017, provides revised technical details and specifications for the Loudon substation portion of the project. The scope includes completing final design from 50% specifications and rehabilitating four traction power substations with replacement of 13.2kV and 12kV switchgear, DC rectifier systems (750VDC and 600VDC), transformers, station batteries, protective relays, SCADA systems, fire protection systems, HVAC, and structural upgrades to control buildings and steel gantries. Environmental remediation work encompasses asbestos removal, lead paint abatement, contaminated soil remediation, and PCB surveys across basement, first floor, mezzanine, and roof levels. The contract duration is 2,035 calendar days from Notice to Proceed, with the contractor required to perform at least 20% of work with its own forces while maintaining continuous traction power service during phased construction.
The procurement follows a two-step federal construction process with Step One technical qualification evaluated on a Pass/Fail basis, and only pre-qualified firms receiving Step Two sealed-bid documents for pricing submission. SEPTA encourages but does not mandate DBE participation, with no specific DBE goal established, while affording disadvantaged business enterprises full opportunity to submit bids in accordance with 49 CFR Parts 26.39 and 26.51. Bidders must provide 5% bid security and 100% performance and labor/material payment bonds, with bids remaining firm for 90 days from opening. All steel products must comply with Pennsylvania's Steel Products Procurement Act and federal Buy America requirements. Awards will be made to the lowest responsive, responsible bidder based on combined pricing across four parts organized by construction trade, spanning 20 construction divisions.
