About this file
This is an addendum drawing file (Addendum 5) related to the Southeastern Pennsylvania Transportation Authority (SEPTA) traction power substation rehabilitation project covering the Broad, Loudon, Park, and Castor substations. The file contains technical annotations and callouts regarding electrical equipment specifications at the Grange location, noting that all equipment at Grange operates at 5 KV voltage, with one cable that may be 15 KV but is approximately 40 years old, and lateral cables that are believed to still be 5 KV. The project encompasses a two-step federal construction procurement for final design completion from 50% specifications and full rehabilitation of four traction power substations along SEPTA's Broad-Ridge Spur Subway/Elevated Trains line, including replacement of 13.2kV and 12kV switchgear, DC rectifiers (750VDC and 600VDC), transformers, protective relays, batteries, SCADA systems, and fire protection systems. The RFQ proposals are due July 15, 2026 at 11:00 AM, with a pre-qualification meeting scheduled for June 10, 2026 via Microsoft Teams at 9:00 AM and mandatory site visits on June 11-12, 2026 at Loudon, Park, Broad, and Castor substations. The contract duration is 2,035 calendar days from Notice to Proceed.
Step One of the procurement is a technical qualification phase evaluated on a Pass/Fail basis, with only pre-qualified firms receiving Step Two sealed-bid documents eligible to submit pricing. Bidders must include 5% bid security and provide 100% performance and labor/material payment bonds, with bids remaining firm for 90 days from opening. The contractor must perform at least 20% of work with its own forces, and all steel products must comply with Pennsylvania's Steel Products Procurement Act and federal Buy America requirements. While no specific DBE goal is established, SEPTA encourages disadvantaged business enterprise and small business participation in accordance with 49 CFR Parts 26.39 and 26.51. The scope includes environmental remediation work such as asbestos removal, lead paint abatement, contaminated soil remediation, and PCB surveys, with work spanning 20 construction divisions while maintaining continuous traction power service during phased rehabilitation. Awards will be made to the lowest responsive, responsible bidder based on combined pricing across four parts organized by construction trade.
