About this file
This is an Addendum 3 drawing file for the Castor Substation, one of four traction power substations to be rehabilitated under Contract 5 for the Southeastern Pennsylvania Transportation Authority (SEPTA). The file contains technical drawings (22x34 size format) related to the Castor Substation portion of the larger Traction Power Substation Rehabilitation Program, which encompasses the Broad, Loudon, Park, and Castor substations along SEPTA's Broad-Ridge Spur Subway/Elevated Trains line. The project requires completion of final design from existing 50% specifications and construction of comprehensive substation upgrades, including replacement of 13.2kV and 12kV switchgear, DC rectifier systems (750VDC and 600VDC), transformers, station batteries, protective relays, SCADA systems, lighting, and fire protection systems. The RFQ submission deadline is July 15, 2026 at 11:00 AM, with a pre-qualification meeting scheduled for June 10, 2026 via Microsoft Teams at 9:00 AM and mandatory site visits on June 11-12, 2026 (Loudon and Park on June 11; Broad and Castor on June 12). The contract duration is 2,035 calendar days from Notice to Proceed.
This is a two-step federal construction procurement requiring 5% bid security and 100% performance and labor/material payment bonds, with bids remaining firm for 90 days from opening. The contractor must perform at least 20% of work with its own forces and maintain continuous traction power service during phased rehabilitation. While no specific DBE goal is established, SEPTA encourages disadvantaged business enterprise participation and will provide full opportunity for DBEs to submit bids without discrimination in accordance with 49 CFR Parts 26.39 and 26.51. All steel products must comply with Pennsylvania's Steel Products Procurement Act and federal Buy America requirements. Awards will be made to the lowest responsive, responsible bidder based on combined pricing across four parts organized by construction trade, with evaluation criteria including team qualifications, experience, schedule understanding, project approach, and financial/project surety.
