About this file
This document is Addendum 5 to the Request for Qualifications for SEPTA's Traction Power Substation Rehabilitation Program – Contract 5, covering the Broad, Loudon, Park, and Castor substations in Pennsylvania. The addendum provides additional project information and clarifications to the original procurement documents released for this two-step federal construction procurement. The project requires completion of final design from 50% specifications and construction of comprehensive electrical infrastructure upgrades including replacement of 13.2kV and 12kV switchgear, DC rectifiers (750VDC and 600VDC), transformers, protective relays, station batteries, SCADA systems, fire protection systems, HVAC improvements, and structural upgrades to steel gantries and control buildings. Environmental remediation work includes asbestos removal, lead paint abatement, contaminated soil remediation, and PCB surveys. The RFQ proposals are due July 15, 2026 at 11:00 AM, with a pre-qualification meeting scheduled for June 10, 2026 via Microsoft Teams at 9:00 AM and mandatory site visits at Loudon and Park substations on June 11, 2026 and Broad and Castor substations on June 12, 2026. Questions are due by 12:00 PM on June 24, 2026 to jbenante@septa.org. The contract duration is 2,035 calendar days from Notice to Proceed.
The procurement requires contractors to perform at least 20% of the work with their own forces and maintain continuous traction power service during phased rehabilitation across multiple building levels. Bids must include 5% bid security and 100% performance and labor/material payment bonds, with all steel products complying with Pennsylvania's Steel Products Procurement Act and federal Buy America requirements. SEPTA will afford disadvantaged business enterprises full opportunity to submit bids without discrimination and encourages DBE subcontracting participation, though no specific DBE goal is established. Step One is a technical qualification phase evaluated on a Pass/Fail basis covering team qualifications, relevant experience from the past ten years, project approach, understanding of schedule constraints, and financial capability including three years of audited financial statements and letters of commitment from bonding and insurance companies. Only pre-qualified firms will receive Step Two sealed-bid documents and be eligible to submit pricing, with awards made to the lowest responsive, responsible bidder based on combined pricing across four parts organized by construction trade. Bids remain firm for 90 days from opening.
